Steve Miller has been chief of the Wisconsin Legislative Reference Bureau since 1998. Miller's legislative career goes back farther. For 14 years, he was general counsel to the Mississippi Joint Legislative Committee on Performance Evaluation and Expenditure Review, which is responsible for studies and evaluations that help legislators gauge the success or viability of state programs. In his current post, he supervises a bureau that provides nonpartisan legal, research and library services to the Legislature and the public.
Miller became active with NCSL began in the 1980s, when he was involved in the work of an NCSL redistricting task force. He has been a member of the Legal Services Staff Section (LSSS) and served on its board of directors from 1992 to 1996. LSSS is comprised of legislative staff involved in bill drafting, legal research, statutory and administrative rule compilation and publication, administrative rules review, litigation, and other legal services. In 2004, LSSS chose Miller as the recipient of its Legislative Staff Achievement Award.
Miller recieved a bachelor's degree from Ball State University in Indiana and his MBA and law degrees from the University of Mississippi.
He and his wife of 30 years, Gay, have two daughters and live outside Madison, Wisconsin.
