Bill Gates Headlines List of Presenters at NCSL's "Strong States, Strong Nation" Meeting

DENVER - Bill Gates, Uwe Reinhardt and Mara Liasson headline the National Conference of State Legislatures’ “Strong States, Strong Nation” 2005 Annual Meeting. The topics they’ll talk about: technology, health and the state-federal balance that makes our country strong, represent the diversity of the issues that will be discussed at the Seattle meeting August 16 to 21.

Other notable presenters include Nobel laureate and cancer researcher Lee Hartwell, Ph.D; DNA expert Barry Scheck, who gained fame during the O.J. Simpson trial; author Carr Hagerman; Annie E. Casey Foundation President Douglas Nelson, and executives from ExxonMobil, MCI, Qualcomm and Dow Chemical. Here’s a list of notable names who will speak about topics including technology, international trade, health, energy, criminal justicefamily issues, education, state-federal issues, state finance, transportation, and demographics.

Technology

  • Bill Gates, who started the world’s leading software company in 1975, will open NCSL’s 2005 “Strong States, Strong Nation” Annual Meeting Wednesday, Aug. 17 from 8:30 to 10 a.m. in room 6A/B/C.
  • Jonas Neihardt, vice president for federal government affairs at Qualcomm in Washington, D.C., and Steven Titch, senior fellow at The Heartland Institute in Chicago, will take part in Municipal WiFi: Government as a Communications Provider? Is It a Proper Role? on Wednesday, Aug. 17 from 1:15 to 2:45 p.m. in room 613/614.
  • Jane Briesemeister, senior policy analyst at Consumers Union in Austin, Texas, will speak at Wireless Communications and Governmental Regulation: What Is the Proper Balance? on Wednesday, Aug. 17 from 10:15 am to 12 pm in room 613/614.
  • Carl Giesy, chief policy counsel of policy and planning at MCI in Ashburn, Virginia, will speak at Universal Service –  POTS? Cell? VoIP? Broadband? On Wednesday, Aug. 17 from 2:45 to 4:15 pm in room 613/614.

International Trade

  • Hear from trade experts from around the globe at the International Trade Summit. Participating will be Mr. John Aquilina, of Australia; Senator Jerry Grafstein, of Canada; Speaker Ken Kowalski, of Alberta, Canada; Mr. Xi Yifang, of China; and William Stafford, president of the Trade Development Alliance of Greater Seattle, Washington. Peter Riggs, director of the Forum on Democracy & Trade in New York will facilitate. The summit takes place on Tuesday, Aug. 16. from 1:30 to  4:00 pm at the Sheraton Seattle Hotel in Grand Ballroom A, 2nd floor.

Health

  • Uwe Reinhardt, James Madison Professor of Political Economy at Princeton University in New Jersey, will be the featured speaker at the Friday plenary session, Health Care Reform and Finance, on Friday, Aug. 19 from 8:30 to10 am in room 6 A/B/C.
  • World-renowned researcher Leroy Hood, M.D., Ph.D., president of the Institute for Systems Biology and Nobel laureate Lee Hartwell, Ph.D., president and director of the Fred Hutchinson Cancer Research Center, will speak at the legislators’ lunch, Biomedical Research and Economic Development, on Thursday, Aug. 18 from 11:45 am to 1:30 pm in room 6 A/B/C.
  • Carr Hagerman, Minnesota author, will speak at The FISH! Philosophy, the legislative staff lunch on Friday, Aug. 19 from 12 to 2 pm in room 6 A/B/C.

Energy

  • Todd Onderdonk, senior energy advisor at ExxonMobil Corporation in Texas, will speak at Energy Outlook on Wednesday, Aug. 17 from 3 to 4 p.m. in room 615.
  • Julia Souder, of the U.S. Department of Energy in Washington, D.C., will speak at Electricity Transmission on Thursday, Aug.18 from 8 to 9:45 am in room 615.
  • Gordon Slack, business director at Dow Chemical Company in Texas, will speak at Natural Gas Domestic Supply and Demand on Thursday, Aug. 18 from 3:30 to 5 pm in room 3A.

Criminal Justice

  • Barry Scheck, attorney at law at the Cardoza School of Law in New York, will speak at Crime Technology: Science Meets Law and Order on Thursday, Aug. 18 from 1:30 to 3:15 pm in room 4C-1.
  • William Moschella, assistant attorney general in the office of legislative affairs at the U.S. Department of Justice in Washington, D.C. and Leslie Wolfe, president of the Center for Women Policy Studies, Washington, D.C., will speak at The Price of People: Combating Human and Sex Trafficking on Thursday, Aug.18 from 8 to 9:45 am in room 612.
  • Barbara Wiles, management analyst at the Federal Bureau of Investigation in Clarksburg, West Virginia, will speak at Backgrounding America: Who Are We Protecting and How? on Friday, Aug. 19 from 2:15 to 4 pm in room 4C-1.
  • Scott Burns, deputy director for state and local affairs at the Office of National Drug Control Policy in Washington, D.C., and Timothy Condon, deputy director of the National Institute on Drug Abuse in Bethesda, Maryland, will speak at The Methamphetamine Crisis on Thursday, Aug. 18 from 3:30 to 5 pm in room 4C-1.

  • Douglas Nelson, president of the Annie E. Casey Foundation in Baltimore, will speak at Strengthening Low-Income Families and Neighborhoods on Thursday, Aug.18 from 7:30 to 9:45 am in room 607.
  • Robin Arnold-Williams, Washington state secretary of social & health services, will speak at Time's Up! States Strengthen Welfare While Waiting for Federal Changes on Thursday, Aug. 18 from 1:30 to 3:15 pm in room 3B.

Education

  • W. Steven Barnett, director of the National Institute for Early Education Research in New Jersey, will speak at Breakthroughs in Early Learning: Advances in Science, Economics and State Policy on Tuesday, Aug. 16 from 1:15 to 2:45 pm in room 608/609.
  • Arthur J. Rolnick, senior vice president and director of research at the Federal Reserve Bank of Minneapolis, will speak at Economic Outcomes from Investments in Early Learning on Tuesday, Aug. 16 from 12:30 to 1:15 pm in room 608/609.
  • Louis Caldera, president of the University of New Mexico in Albuquerque, will speak at Engaging Latino Communities for Education on Wednesday, Aug. 17 from 12 to 1:15 pm in room 307/308.
  • Naomi Housman, of the National High School Alliance in Washington, D.C., and Stefanie Sanford, senior policy officer at the Bill & Melinda Gates Foundation in Washington, D.C., will speak at Creating Extraordinary High Schools: Innovative State Strategies on Thursday, Aug.18 from 8 to 9:45 am in room 4C-3.

  • Mara Liasson, a national political correspondent for NPR and a panelist on FOX News Sunday, will be the featured speaker at the closing plenary address, Strong States, Strong Nation: The Politics of Balance and Power on Saturday, Aug. 20 from 8:30 to 10 am in room 6 A/B.
  • Richard Ruda, chief counsel at State & Local Legal Center in Washington, D.C., will speak at Supreme Court Update on Tuesday, Aug. 16 from 1 to 3 pm in  room 618/619/620.
  • Steve Gross, director of state relations at the Wine Institute in San Francisco, will speak at Wine Shipments: U.S. Supreme Court Levels the Playing Field on Thursday, Aug. 18 from 1:30 to 3:15 pm in room 611.

State Finances

  • Marcia Howard, executive director of Federal Funds Information for States in Washington, D.C., will speak at Federal Budget Briefing on Tuesday, Aug. 16 from 2:30 to 4 pm in room 612. 
  • Peter Hutchinson, Minnesota author of The Price of Government, will speak at The Price and Priorities of Government on Thursday, Aug. 18 from 3:30 to 5 pm in room 608.

Transportation

  • Richard Retting, senior transportation engineer at the Insurance Institute for Highway Safety in Virginia, will speak at Speed and Traffic Safety on Wednesday, Aug. 17 from 4:15 to 5:15 pm in room 617.
  • Jonathan Frenkel, director of law enforcement policy at the U.S. Department of Homeland Security in Washington, D.C., and Tim Sparapani, legislative counsel for privacy rights at the American Civil Liberties Union in Washington, D.C., will speak at Implementing The REAL ID Act: What's Next for State Driver's Licenses? on Thursday, Aug.18 from 8 to 9:45 am in room 617.

Demographics

  • Robert Lamacchia, chief of the geography division at the U.S. Bureau of the Census in Washington, D.C., will speak at The 2010 Census – What States Should Be Doing now to Prepare on Thursday, Aug.18 from 8 to 9 am in room 620.
  • William H. Frey, research scientist at the University of Michigan Population Studies Center in Ann Arbor, Michigan, will speak at Changing Demographics: What Lies in Store for States? on Thursday, Aug. 18 from 1:30 to 3:15 pm in room 620.

NCSL is the bipartisan organization that serves the legislators and staffs of the states, commonwealths and territories. It provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues and is an effective and respected advocate for the interests of the states in the American federal system.
