Logistical Information for Media at NCSL's 2003 Annual Meeting

SAN FRANCISCO - If you're covering the National Conference of State Legislatures' upcoming annual meeting, you need to know how to register, when to be in the press conference room and where to hang your hat between sessions. This year, close to 5,000 legislators, staff and policy experts are expected to attend the 150 different sessions on subjects from budgets to welfare reform. Read on for important logistical information.

REGISTRATION

Reporters who plan to cover any aspect of the 2003 NCSL Annual Meeting & Exhibition need to register and obtain a badge from NCSL staff. If you have already registered, you may receive your badge in the mail before the annual meeting. If you do not receive your credentials in the mail, you must pick them up at the registration desk in the north lobby of the Moscone Center, 747 Howard Street, before covering any events. The registration desk opens on July 21 at noon. Reporters must present a press ID to claim their credentials. If you have not yet registered, you may do so at this registration desk or in the press room. An NCSL-issued badge must be worn at all times in order to gain admittance to NCSL-sponsored events.

The press room will be located in Room 111 on the exhibit level of the Moscone Center. Phones, phone lines, Internet connections and fax machines will be available. The telephone number for media headquarters is (415) 905-1020. The fax number is (415) 905-1038. The press room will be open:
Monday, July 21: 1-6 p.m.
Tuesday, July 22: 8 a.m.-6 p.m.
Wednesday, July 23: 8 a.m.-6 p.m.
Thursday, July 24: 8 a.m.-6 p.m.
Friday, July 25: 8 a.m.-2 p.m.

r. Sung Won Sohn, whom Bloomberg News has named one of the five most accurate economic forecasters in the nation, will speak on the present and future economy. Sohn is executive vice president and chief economic officer for Wells Fargo Banks in Minneapolis. He has also been a senior economist on the President's Council of Economic Advisors.

Frank Luntz, one of the nation's best known pollsters, will probe the major issues state legislatures wrestle with in a highly interactive session.

Dr. Uwe Reinhardt
is one of America's leading experts on health care reform. He will share his perspective on the challenges and choices states face in crafting solutions to the nation's emerging health care crisis. Dr. Reinhardt will also discuss the dynamics of rising drug costs and how state and federal leaders could curb them.

Assistant Secretary of State Patricia Harrison will speak about women in global politics at this Women's Legislative Network breakfast. Harrison, who is the assistant secretary for educational and cultural affairs, founded the National Women's Economic Alliance, where she worked to identify women and minorities for leadership roles in business and politics.

Melinda Gates is the co-founder of the Bill & Melinda Gates Foundation, which is dedicated to improving people's lives by sharing advances in health and learning with the global community. She will discuss her belief that we can strengthen our educational system to better prepare America's young people for college, work and citizenship.

PRESS CONFERENCES
All press conferences will take place in Room 112 on the exhibit level of the Moscone Center.

Homeland Security: The results of a 50-state survey on state legislative homeland security activities will be released. Tues., July 22, 10 a.m.

State Budget Update: July, 2003: NCSL President Angela Monson and Executive Director William Pound will present this report as well as a look at states' spending patterns through the '90s. Wed., July 23, 10 a.m.

Streamlined Sales Tax: NCSL will release an update on the Streamlined Sales Tax Interstate Agreement. Also, an innovative new computer program that helps online and catalog retailers collect sales tax information from the nation's myriad taxing jurisdictions will be showcased. Thurs., July 24, 10 a.m.

Medicaid: The results of an NCSL survey on states' Medicaid actions in 2003 will be unveiled at this press conference, as well as a mid-year health policy review. Thurs., July 24, 12:30 p.m.
