Current Declarations Status:

  • President Bush declared a Major Declaration for New York on Sept. 11, at 7:30 pm (FEMA-1391-DR), for Individual and Public Assistance.
  • President Bush declared an Emergency Declaration on Sept. 13, for Arlington County in the Commonwealth of Virginia.
  • The governor of New Jersey has requested a major disaster declaration. The request is under review.
Federal Operations:
  • A total of 5,441 federal personnel are deployed in response to these incidents.
  • FEMA's Emergency Support Team is fully activated at FEMA Headquarters. A liaison has deployed to the FBI's Strategic Information and Operations Center and the Joint Operations Centers in New York and at the Pentagon.
  • A Disaster Field Office is open at Pier 90 at West 50th Street in Manhattan. This will serve as an administrative office for Federal and State response and recovery efforts.
  • A Disaster Field Office opened on Clarendon Avenue in Arlington, Virginia. The DFO will serve as an administrative office for federal and state recovery efforts.
  • All 10 FEMA Regional Operations Centers are activated across the country.
  • Five Mobile Emergency Response Support Detachments have been deployed to New York and one to Mt. Weather, Virginia.
  • One Mobile Emergency Response Support Detachment is deployed to Arlington, Virginia.
  • Stewart Air National Guard airfield has been established as a staging area for all incoming military flights and medical assets.
Transportation:
  • Reagan National Airport is the only major airport still entirely closed to passenger traffic and reopening is indefinite.
  • Norfolk Southern Railroad is offering New York City and New York state officials free transportation of non-hazardous construction and demolition debris.
  • One thousand heavy-duty rail cars will be staged in New Jersey.
  • The Port of New London, Conn., is closed to foreign vessels at the request of the U.S. Navy
  • The US Department of Transportation is providing support to the New York Police Department.
  • The Lincoln Tunnel is open to two-way traffic.
  • The Holland Tunnel is closed until further notice.
  • The Brooklyn Battery Tunnel is open to express buses and emergency vehicles only.
  • The Brooklyn Bridge is open to emergency vehicles and pedestrians only.
  • The Manhattan Bridge is open to emergency vehicles only.
  • The Queensboro Bridge is open both ways.
  • The George Washington Bridge is closed eastbound, affecting Interstate 95.
  • USS Comfort has berthed near the Disaster Field Office at Pier 92, in New York.
  • Baltimore Inner Harbor has re-opened to daylight traffic, on a case-by-case basis.
  • Amtrak Service has resumed, including stops at Penn Station.
Communications:
  • Federal agencies are coordinating with the Port Authority and New York Police Department for movement of technicians and equipment into Manhattan to revive and maintain communication switches.
  • One Region II Incident Management Augmentee (IMA) deployed to the New York Disaster Field Office. Four Region IV IMAs deployed to Arlington, Virginia. The Philadelphia IMA demobilized.
Public Works:
  • The New York City Office of Emergency Services is establishing a debris plan in coordination with various city, county, state and federal agencies.
  • New York City has awarded four debris-removal contracts.
  • A draft Debris Management Action Plan is to be completed today, and a second U.S. Army Corps of Engineers Deployable Tactical Operating System is scheduled to arrive in New York City.
  • Debris Planning and Response Team management cell is on site in Edison, N.J. Team indicates initial debris estimates will exceed 450,000 Tons. Work is ongoing on a debris-management plan.
  • Elements of the U.S. Army Corps of Engineers Prime Power Assessment Team are on site in New York and Virginia.
  • The U.S. Army Corps of Engineers also has Structural Safety Engineers on alert to augment Urban Search and Rescue activities.
  • Two U.S. Army Corps of Engineers Water and Ice Planning Response Teams have arrived in New York.
  • Two rapid response vehicles (RRV) and one deployable tactical operations center (DTOC) are on site. An additional RRV and DTOC deploying to New York.
  • Debris Planning and Response Team management cell arrived in Virginia.
Firefighting:
  • An Incident Management Team is on the ground in New York.
  • Portable showers are on site.
  • A Minnesota Geosynchronous Information System trailer and staff have arrived.
  • An Incident Management Team (IMT) is working with FEMA at Stewart Air National Guard base.
  • An IMT is on the ground at Anacostia Naval Air Station.
  • One 20-peson Interagency Hotshot Crew (IHC) from Illinois and a second 20-person IHC from Virginia have arrived in New York and will assist IMT at the Mobilization Center.
  • IMT Gage is on site at Anacostia.
Mass Care:
  • As of midnight, September,16, the New York State Emergency Management office reports 180 fatalities, 3,201 persons injured, 5,097 missing.
  • Nine shelters are open in New York, housing 81 persons.
  • American Red Cross mental health advisors are offering aid to victims and their families by supporting the National Transportation Safety Board air crash teams at the state's "Compassion Center," which provides disaster-welfare information at the Manhattan Armory.
  • American Red Cross emergency response vehicles are supporting fixed feeding sites in New York City that have served 433,000 meals.
  • American Red Cross emergency response vehicles are supporting a Pentagon feeding operation.
  • ARC is coordinating air transportation of blood products to the operational area in New York. All Red Cross collection sites will continue around the clock.
  • More than 1.5 Million Americans have donated blood.
  • Four donation warehouses expected to be operational today.
Health and Human Services:
  • Five disaster medical assistance teams (DMATs), the Medical Support Team and the National Medical Response Team are operating from Stewart Air National Guard airfield and Chelsea Pier, in New York.
  • Four disaster mortuary teams (DMORTs) are operating are in New York
  • A morgue is established at Hangar 7, LaGuardia Airport.
  • A total of 11,000 dust masks, 25,000 gloves and 1,500 cots have been provided to emergency responders. Additional materials have arrived.
  • Ten burn nurses are deployed to provide staff relief at the New York Burn Center.
  • The city is establishing a DNA specimen-collection operation.
  • One DMORT and a deployable morgue are on site in Somerset County.
Urban Search and Rescue:
  • Nine FEMA Urban Search and Rescue task forces and one each from New Jersey and Puerto Rico are in New York. One Task Force is arriving today to relieve a demobilizing team.
  • Four US&R teams are at work at the Pentagon and a relief team is arriving today.
  • One Incident Support Team (IST) is operating in Manhattan and one in DC.
  • A US Department of Forestry Team is supporting the task forces with base camp services in New York.
  • The Jacob Javits Convention Center in Manhattan is being used as a base of operations for the Urban Search and Rescue Teams.
  • Laundry and feeding operations established for taskforce personnel.
  • Working with the City of New York to assess infrastructure damage
  • Providing technical assistance to the City of New York on the development of a debris-management plan. First draft is expected to be completed today.
Hazardous Materials:
  • The US Environmental Protection Agency and other safety experts have reported no particular environmental hazard to rescue and relief workers at this time.
  • Air-quality monitoring continues.
  • EPA Region II is using Edison, NJ, as a staging area.
  • The Environmental Protection Agency, Regions II and III, are working to address potential air quality issues resulting from release of asbestos within structures of the WTC and Pentagon. Samples of ash show no hazardous materials to date.
  • Four decontamination units are on the ground in New York.
  • EPA and New York City are testing drinking water at 13 points as a precaution, due to water-main breaks.
  • Air-quality monitoring near Pentagon has revealed no impact from fire.
  • Air quality monitoring for volatile organize carbons, particulates and asbestos will continue in the Pentagon support zone.
  • Asbestos and water-sample results below maximum limits.
Energy:
  • Coast Guard maintaining heightened security round key petroleum terminals. Petroleum shipments returning to normal.
  • All vessels must be inspected prior to entering harbor.
  • Petroleum and other energy products given high priority.
  • ConEdison predicts 90 per cent power restoration by the end of the week.
  • Seventy-five generators are available; 10 currently are in use.
  • No DOE assistance required at this time.
  • The ConEdison Substation in lower Manahattan was destroyed. Approximately 1,400 customers without gas service.
FEMA OPERATIONAL PRIORITIES FOR NEW YORK:
  • Continue assistance to life-saving operations
  • Continue assessment of damaged infrastructure
  • Complete setup of Disaster Field Office
  • Assist City and State of New York in Debris Management Planning
