Executive Committee Meeting Minutes

July 27, 2002, Denver, CO

The executive committee met on Saturday, July 27, 2002 in Denver, CO. Copies of handouts discussed during the meeting are kept on file with the NLPES secretary.

Members present at the meeting were Joel Alter, Martha Carter, Phil Durgin, Wade Melton, Heather Moritz, Tim Osterstock, Jane Thesing, and Kate Wade. Also present were James Barber (MS), Elaine Howle (CA), Debbie Meador (CA), Ron Sissel (NM), David Summers (FL) and Bob Boerner from NCSL.

Call to Order

Heather Moritz called the meeting to order at 8:02 a.m. Heather briefly described the meeting agenda and materials provided to committee members.

Introduction of New Members

Heather introduced Tim Osterstock (UT), a new member of the committee, and indicated that the other new member, Manu Patel (NM), was unable to attend the meeting.

Elections

Heather opened the floor for nominations for the position of vice chair. Martha Carter nominated Kate Wade and Wade Melton seconded the nomination. Kate was elected unanimously on a voice vote. Heather opened nominations for secretary. Kate nominated Martha Carter and Phil Durgin seconded the nomination. Martha was elected unanimously on a voice vote.

Committee Assignments and Charges

The executive committee considered dissolving the Professional Liaisons Committee and placing its functions, which are relatively small compared to those of the other committees, with the Communications and Technology Committee. However, after discussion, the committee decided to leave the Professional Liaisons Committee as a separate entity because the Communications and Technology Committee already has a large workload.

The other committees will review their charges to see if modifications should be made.

State Assignments

Heather reviewed the list of states to which each committee member is assigned as a liaison. She reminded members to call their states to find out which ones are sending staff members to the training conference and to report this information to Shan Hays, herself, and Bob Boerner.

Key Dates for 2002-03

Heather reviewed a Calendar of NLPES activities for the coming year. The next executive committee meeting will be in Scottsdale, AZ on Wednesday, September 18, from 8:30 a.m. to 12:00 noon. The 2003 spring meeting will likely be held in Boston, MA in conjunction with the April Spring Forum (formerly Assembly on State Issues) meeting. (The date for this meeting will be available at the September meeting.)

Other Business

Wade Melton suggested that, because of the long period of time before our next meeting, committee chairs should have conference calls with their members in December.

The meeting was adjourned at 8:45 a.m., and a group photo was taken.
