Minutes, NLPES ANNUAL LUNCHEON
(Room 2089)

NCSL National Legislative Program Evaluation Society (NLPES)

July 22, 1998

 

Mary Noble called the meeting to order and introduced the current and new members of the Executive Committee. They are:

Gary VanLandingham (Florida)
Craig Kinton (Texas)
Gary Brown (Michigan)
Antonio Jones (West Virginia)
Mary Noble (California)
Kirk Jonas (Virginia)
Jane Thesing (South Carolina)
Gerry Hoppmann (Louisiana)
Heather Moritz (Colorado)
James Barber (Mississippi)
Joel Alter (Minnesota)
Joe Fiala (Kentucky)  He could not attend.

Mary then introduced Gary VanLandingham, the chair of the awards committee, who announced Virginia and California as recipients of the "Excellence in Program Evaluation" awards. Virginia Senator Kevin G. Miller and Virginia Delegate Harry J. Parrish accepted the award on behalf of the Joint Legislative Audit and Review Commission. The California Bureau of State Audits was also given the "Excellence in Program Evaluation" award. Mary Noble accepted the award on behalf of the audit office. For a copy of the California award statement, click here.

The award for "Excellence in Research Methodology" was presented to the Arizona Office of the Auditor General. Bill Thompson, Lois Sayres, and Elizabeth Holtzopple accepted the award on behalf of the office. For a copy of the Arizona award statement, click here.

Impact awards were announced for 12 states. Senator Peggy Reeves and Larry Gupton accepted the Colorado impact award. Other awards were accepted by staff.

Mary Noble invited all NLPES participants and members to attend NCSL activities, sponsored by NLPES. She also encouraged staff to review the new NCSL CD ROM. She invited members to provide suggestions on revising the CD ROM sections pertaining to NLPES.

Gary VanLandingham discussed the revised NLPES web site, LEGISNET, and other policy and training web sites. He announced that the new, improved NLPES site is available through NCSL's existing web site.

On behalf of the Executive Committee, Jane Thesing, presented Mary Noble with a special service award. Mary thanked the members of the Executive Committee and NLPES generally for their support during the past year.

Mary noted that the current and incoming NCSL staff chairs were planning to visit the luncheon. While waiting for them to arrive, Mary brought additional NLPES activities to the attention of the members. In addition, luncheon attendees introduced themselves.

In other business, Marion Higa encouraged first time annual meeting attendees to provide feedback on their experience.

Anne Walker, the current Staff Chair of NCSL arrived, and addressed the group and thanked the section for its support.

Tom Tedcastle, the incoming Staff Chair of NCSL was introduced and made brief comments.

John Phelps, Clerk of the Florida House of Representatives, also made a brief statement. He encouraged NLPES and other staff sections to be more proactive in presenting and sharing their perspectives with NCSL executive committee members.

There being no further business, the meeting adjourned.
