National Legislative Program Evaluation Society Executive Committee Meeting Minutes August 16, 2005, Seattle, Washington
The Executive Committee convened at 12:30 p.m. on Tuesday, August 16, 2005, at the Washington State Convention and Trade Center. Copies of handouts discussed during the meeting are kept on file with the NLPES secretary.
Members present were Priscilla Anderson, Martha Carter, Philip Durgin, Steve Hendrickson, Joe Lawhon, Ken Levine, Wade Melton, Rakesh Mohan, Tim Osterstock, Gerry Schwandt, Kate Wade and Jan Yamane. Also present were Bob Boerner (NCSL), Trish Bishop (VA), Carrie Vibert (CT), and Marti Harkness (FL). Martha Carter chaired the meeting.
Subcommittee Meetings: The decision was made to forgo the subcommittee meetings and simply have each subcommittee report directly to the full Committee.
Annual Meeting: Tim reported that planning for the NCSL Annual Meeting went well with no particular difficulties. A 2-page handout was included in the meeting packet indicating the planned session topics, times, and presenters.
Awards: Joe reported that the awards and certificates will be presented at the NLPES luncheon on Thursday, August 18.
Communications and Technology: Phil reported that they had run into a number of minor issues with the key contact e-mail list and that after the fall training conference he would submit the corrections to Bob Boerner so the key contact list can be updated. Wade noted that Florida was now going to publish the NLPES newsletter to take that burden off Mississippi.
Nominations/Elections/Membership: Kate reported that there are no issues at this time.
Training: Ken asked Phil to provide an update of the fall training conference plans. Phil indicated that the informal out-of-state count is now up to about 90, so the conference appears to be in good shape in terms of getting enough hotel rooms and registration fees to cover most if not all costs. In-state registrants are a bit light, but the LB&FC will make an effort to encourage more participation by PA legislative and executive staff. Phil then walked through the content of the program, noting where holes still existed. Ken, Trish and Kate volunteered to take the lead to plug one of those holes: to ensure there is some exchange with Nancy Kingsburg, the GAO chief methodologist, after she concluded with her remarks. Phil agreed to provide them with an advance copy of the text or outline of the remarks she plans to make. The Committee expressed satisfaction with the progress being made and had no questions.
Tim indicated that Utah has reserved a facility at Park City for the 2006 fall training conference and that they had begun thinking about the program.
Next NLPES Executive Committee Meeting: The Executive Committee will meet at 4:00 on Friday, August 19 and again at 8:30 a.m., Wednesday, September 28, 2005, at the Hilton Hotel in Harrisburg, PA.
