The NLPES announces that the recipient of the 1998 Award for Excellence in Program Evaluation is Virginia's Joint Legislative Audit and Review Commission (JLARC). The award is made in recognition of the agency's many fine achievements, including:
- History of Excellence.
JLARC was established in the 1970's and has an outstanding record of meeting Legislative needs. JLARC has issued over 200 reports on topics that address a wide range of government activities. Their organization has a systematic and professional approach to obtaining legislative input and feedback and for ensuring the quality of its products. - Contributions to the Field.
JLARC has a national, and to some extent an international, reputation for legislative program evaluation. JLARC has been very active in NCSL and NLPES since the early 1970s. Its current Director is currently a member of the Fiscal Affairs and Oversight Committee of the Assembly on State Issues and on the NCSL Foundation Fiscal Partners Committee. With its proximity to the nations capital, JLARC has also been called on by the NCSL, the U.S. Information Agency, the Institute for Public-Private Partnerships, and others to provide a state perspective to international visitors. JLARC staff have developed numerous papers and made presentations to various groups in order to reach a broader policy and evaluation audience.
- Demonstrated Impact.
Since its inception in the early 1970s, JLARC's reports have identified documented savings in excess of $310 million to agency costs. In addition, JLARC's study recommendations have had substantial impacts, including two constitutional amendments.
