NLPES Awards Program

Ray D. Pethtel, was awarded the Lifetime Achievement Award in 2000.

The National Legislative Program Evaluation Society recognizes Ray D. Pethtel for his contributions and service to the field of legislative program evaluation and NLPES. Mr. Pethtel was an early pioneer of NLPES and has continued to be an integral part of both the staff section and NCSL. Ray has served in legislative oversight activities for 17 years many capacities. His experience includes serving as founding Director of Virginia's Joint Legislative Audit and Review Commission and Assistant Director of the New York State Legislative Commission on Expenditure Review. In addition, in 1997, Mr. Pethtel was a member of the NCSL peer review team that looked at the Florida Office of Program Policy Analysis and Government Accountability.

Mr. Pethtel currently holds a faculty appointment at the Center for Public Administration and Policy at Virginia Tech. Prior to accepting this position, Mr. Pethtel served two terms as commissioner of the Virginia Department of Transportation and was chairman of the Commonwealth Transportation Board. NLPES wishes Ray well in his career and thanks him for the many contributions he has made to the field of legislative program evaluation.
