Speaker Biographies
Lynette I. Millett
Lynette Millett is a program officer and study director at the Computer
Science and Telecommunications Board (CSTB) of the National Academies and
has been with CSTB since 2000. Ms. Millett is currently involved
in several CSTB projects including a comprehensive exploration of privacy
in the information age and a study on biometrics, in addition to a project
on certification and dependable software systems. She recently completed
a CSTB project that produced the reports Who Goes There? Authentication
Technologies and Their Privacy Implications and IDs-Not That Easy:
Questions About Nationwide Identity Systems. Before joining CSTB,
she was involved in research on static analysis techniques for concurrent
programming languages as well as research on value-sensitive design and
informed consent online. She has a B.A. in Mathematics and Computer Science
from Colby College and a Master of Science in Computer Science from Cornell
University, and she is a member of Phi Beta Kappa.
Tom Wolfsohn
Tom Wolfsohn is Senior Vice President, Government Affairs & Communications
for the American Association of Motor Vehicle Administrators (AAMVA), where
he directs congressional, regulatory, and state government affairs.
Prior to joining AAMVA in 2001, Tom was a Regional Vice President for Communications,
Government & Public Affairs with Cablevision Systems Corporation, a
Fortune 500 communications and entertainment company. His background
also includes service as chairman of the New Jersey Cable Telecommunications
Association, member of the board of directors of Commonwealth Public Broadcasting,
licensee for the public TV and radio stations in northern Virginia and
a gubernatorial appointee to the Virginia Public Telecommunications Board.
Reed Stager
Reed Stager is the Vice President of Public Policy for Digimarc.
In this role, Mr. Stager manages state, federal and international policy
issues related to the provision of secure identification systems and supports
Digimarc’s current clients in 33 states and more than 20 countries who
issue more than 60 million IDs per year. Mr. Stager is also chairman
of the Government Affairs Committee of the Document Security Alliance (DSA)
which is a public-private partnership of 15 federal agencies and more than
70 companies focused on improving document security. Mr. Stager also
serves as a board member to RAINS (Regional Alliance for Infrastructure
& Network Security); is on the board of the Internet Content Rating
Association (ICRA); and is vice chairman of the board for the International
Imaging Industry Association (I3A). Mr. Stager has more than 20 years
of executive and management experience in high technology and security
companies. He holds an M.B.A. from Portland State University and
a B.S. in Business from Lewis and Clark College.
Deborah Little-Bowser
Deborah Little-Bowser is the Director and State Registrar for the Virginia
Office of Vital Records and Health Statistics. Ms. Little began her
career as a registered nurse. She joined the Virginia Health Department
in 1991, and served as the Director of Health Facilities Regulation where
she was responsible for licensing hospitals, nursing homes, and home health
agencies. In October of 1994, she became the Director of Vital Records,
and in May of 1995 she became the State Registrar of Vital Records.
Her focus has been to streamline the operations of vital records, automate
daily business practices, prevent fraud and establish collaborative relationships
with agencies and organizations that conduct business with the Office of
Vital Records. She is an active member of NAPHSIS and has been the
chairperson of the fraud committee for the past three years. She
earned her B.A. degree in psychology from Marymount Manhattan College and
a Masters in Health Services Administration from the New School for Social
Research.
