Background Information


Many state legislatures have adopted policies governing the acceptable use of the Internet, e-mail, legislative websites, and computer equipment. The National Association of Legislative Information Technology has held several sessions at NALIT meetings to exchange information and policies, including an October 2000 session: Policies Revisited—E-mail, Internet Use, Equipment Use, and Monitoring. This site serves as an additional resource for examples of policies in various states. (Note: Some policies included on this site may have changed or no longer be in effect.)


Developing a Policy

In 1997, the Center for Technology in Government at the University at Albany, State University of New York conducted A Brief Survey of Government Internet Policies to answer two questions: (1) What do state governments consider essential items to cover in an Internet policy? and (2) What kind of guidance do they give (e.g., very specific rules, guiding principles)?

Model Internet Use Policy

The Information Technology Task Force of NCSL's Legislative Staff Coordinating Committee in 1997 developed a Model Policy for Appropriate Use of the Internet.
