The theme of this year’s seminar, Taking Advantage of 21st Century Technology . . . or Not, emphasizes the dilemmas facing many information technology professionals today—balancing the benefits of staying with effective, stable systems familiar to users with the need to keep up with the "latest and greatest" in new technologies. This seminar will help legislative information technology staff evaluate what works, what doesn’t, and how to find the most cost-effective way to meet the needs of legislatures.

This year’s seminar again offers two tracks: one for technical specialists and one for managers and others interested in policy and management issues related to legislative information technology. Participants are welcome to attend the sessions that interest them in either track. Speakers for the seminar combine the knowledge of industry experts and the experience and expertise of legislative information technology staff.

Also integral to the seminar is the opportunity to exchange experiences with other legislative information technology staff in focus group sessions called "Lessons Learned." These sessions give participants the opportunity to share information with colleagues about successes—and failures—in information technology projects.

Two features are new to this year’s seminar—two specialized pre-conference training seminars on Wednesday, October 11, and an optional tour of historic Williamsburg, Virginia, on Saturday, October 14.

SPECIAL PRE-CONFERENCE TRAINING SEMINARS

Two specialized pre-conference training sessions will be offered on Wednesday, October 11, from 8:30 am to 3:30 pm. Both sessions will be held at the Virginia State Capitol and include lunch. A separate registration fee is required.

Windows 2000 Implementation and Migration
Windows 2000 looms large for many legislative IT staffs. It is a major upgrade of NT with many desirable new features; however, with those come some significant challenges to a successful implementation. This session will examine how to avoid some of the pitfalls and get over some of the hurdles in the migration to Windows 2000.

Developing a Security Impact Analysis
Legislative information technology directors and managers are responsible for ensuring that their systems are secure and their websites protected from hackers. This management seminar offers comprehensive security training—from the development of a security impact analysis to implementing and maintaining a security plan.

OPTIONAL TOUR – HISTORIC WILLIAMSBURG

A special optional bus trip to historic Williamsburg will be offered after the closing session on Saturday morning. This optional tour package will allow you to visit the "largest living museum in the world." Once in Williamsburg, use your VIP pass to visit your choice of historic buildings and attractions. At the end of the day, we will meet again for a sponsored dinner at a Williamsburg tavern. A $25 per person fee will be collected on-site.

Registration fees for the National Association of Legislative Information Technology Professional Development Seminar:
$200 Legislative staff/Legislators
$150 Daily fee
$100 Spouse/Guest
$375 All others
Registration fees for the Pre-Conference Training Seminar:
$100 Legislative staff/Legislators
$200 All others
NCSL must receive your seminar registration by Sept. 27. The registration fee is payable in advance to NCSL or at registration. On-site registration is available if you are unable to register by the pre-registration deadline.

Spouse/Guest Registrations: The $100 spouse/guest fee includes admission to all meal functions and social events. The fee must be paid in full at registration. NCSL cannot bill for spouse/guest registration fees.

Cancellation/Refunds: All cancellations must be made in writing and may be faxed to 303-860-8057. Cancellations received in the NCSL Denver office postmarked or faxed by Oct. 9 will be refunded, minus a $50 processing fee. Fees cannot be refunded for registrations canceled after the conference begins.

Substitutions: Substitutions are available on prepaid registrations only until Sept. 27. Sorry, no on-site substitutions. Fax: Registrations can be faxed to 303/860-8057. Faxed forms will not be confirmed by phone.

Please arrange hotel accommodations directly with the Omni by phone at (804) 344-7000, and indicate that you are attending the NCSL seminar to receive a room rate of $105 single/double and $10 each additional person, plus tax. Reservations must be held by one night’s room deposit (credit card guarantee is acceptable). NCSL cannot be responsible for guarantees. The deadline for making hotel reservations is Sept. 20, 2000. After this date, reservations will be accepted at the seminar rate based on availability.

GROUND TRANSPORTATION

The Richmond International Airport is nine miles from downtown, a 15-minute ride. The Omni recommends that guests who need transportation from the airport use Groome Transportation. The cost one way is $12 per person, and this charge may be billed to the guest room upon arrival at the hotel. Please inform the Groome Transportation driver that you will be paying by Omni voucher. Independent taxis are also available. Washington Dulles International Airport is approximately one and 1/2 to two hours from Richmond by car or bus.

ATTIRE AND WEATHER

Attire for the conference and all meal functions is business casual. The weather in Richmond is pleasantly moderate year-round, with daytime fall temperatures in the 70s.
