In these cases there are rules about what kinds of data and links can be included on a web page. The personalized pages can contain links to other sites such as political party sites or whatever. These are supposed to be clearly indicating that one is leaving a state server and going to a commercial one.

In keeping with Internet use guidelines http://www.legis.state.wi.us/Internet_Guidelines.html adopted by legislative leadership, the only links permitted are to sites maintained by, or for, governmental agencies.
