Legislative Home Page Management

  • The Legislative Information Services Steering Committee is responsible for oversight and management of the Official Legislative Home Page on the World Wide Web.
  • The function of management and oversight of the Home Page shall be carried out by the staff of the Legislative Information Services (LIS) as the designee of the Steering Committee.
  • Issues including, but not limited to: policy, procedure, content, format, organization, workload, and security may be decided by the LIS unless they make the determination that the issue should be taken to the full Steering Committee for consideration.
  • Each individual Legislative agency retains the option of producing their own Home Page site to be linked to from the Official Legislative Home Page within the overall structure established by LIS and approved by the Steering Committee. In so doing, participating agencies shall follow the same guidelines established for the entire site in order to maintain continuity.
  • Security issues related to individual agency sites shall remain a function of the LIS.
  • Each individual Legislative agency shall maintain control over any data they are responsible for on the Official Legislative Home Page, and may, at any time, exercise the option to remove that data.

Format

All World Wide Web pages, including those maintained by individual agencies, contained within the Official Legislative Home Page will conform to a standard style and format to be established by the LIS in conjunction with the Steering Committee. If conformance to a standard style and format is not possible, due to specific document circumstances, every effort should be made to come as close as possible to the standard. For example, in order to emulate the format of a distributed printed document (Digest of Bills, Economic Forecast, Audit Report, etc.) the format guidelines of the Official Home Page can be altered or dispensed with for only that document.

Content

  • The process of HTML authoring, converting, and editing of legislative data contained on the Official Legislative Home Page will be a function of each staff agency. The LIS will offer assistance to the agencies in planning, design, and procedural implementation in order to accomplish this task within these guidelines. The staff agencies are not responsible for HTML authoring, converting, and editing of those legislative data documents which are part of any third party contract for the provision of these services. A detailed document will be distributed to each agency and updated regularly listing and describing those documents covered by any such agreement.
  • The member pages and associated documents currently stored on Colorado Supernet will be duplicated and stored within the legislative directory structure of the State of Colorado World Wide Web server. In cooperation with the House and Senate, the LIS will modify and update these pages to serve as the standardized, static member information pages on the Legislative site, as approved by the Computer Management Committee. The member "home" pages will still exist on Colorado Supernet for the members to use as they see fit. Discussion on how to accommodate updates to these pages for legislative members must take place immediately. Currently the design, implementation, and updating of members' dynamic, personally maintained pages off the Legislative site is an unassigned responsibility. The pending contract with Colorado Capitol Connection does not account for this duty and legislative staff have been relieved of this responsibility. However, the members have not been given an alternative for the services that legislative staff formerly performed for them in this regard.
  • Every individual document contained on the Legislative Home Page must be identified according to a set of specific criteria. The process for identifying all documents currently contained on the Legislative Home Page according to these criteria shall begin immediately and shall be a collaborative effort between the LIS, the steering committee, and all of the Legislative Agencies. Information currently contained on the Home Page which cannot be identified by these criteria will be removed until such time as the identification is complete.
    • Individual owner (Specific contact person directly responsible creation and update of information).
    • Responsible agency/agencies (who questions, concerns, and suggestions should be directed to).
    • Is the information static or dynamic? If dynamic, how often does it change?
    • What is the native document format and who creates that native document (if different from individual owner)?
    • What is the storage location of the original, native document on the network?
    • Who is responsible for verification of accuracy of the original, native document (if different from individual owner)?
    • Who is responsible for conversion of the original native document into HTML format for inclusion on the Home Page?
    • What is the storage location of the converted HTML document on the network?
    • Who is responsible for verification of accuracy of the converted HTML document?
    • Who is responsible for uploading the converted HTML document onto the State Server which houses the Legislative Home Page?
    • Who is responsible for verification of accuracy of the displayed Web document as contained on the Legislative Home Page after uploading?
  • A form will be created whereby new information can be identified according to these criteria at the time of request for inclusion on the Home Page. The completion of this form is the only means to request that documents be placed on the Home Page.

Security

The LIS is strictly responsible for the maintaining the security of access to the Legislative Home Page site. As soon as possible, the organization of the Legislative Home Page will be changed to a directory structure that allows for strict controls on upload access. The staff of the LIS are the ONLY individuals who will have administrative permissions to ALL documents contained on the Legislative Home page. One account, with appropriate permissions, will be created for each agency to use for the uploading of information onto the Legislative Home Page.
