Arizona
H.B. 2043
Requires that Internet web sites established by the state must include
a privacy statement and give notice as to how information gathered by the
site will be collected and used.
Arkansas
H.B. 2403
Requires state agencies to develop written policies regarding the use
of the Internet, including responsibilities of each agency's employees
relating to the efficient and responsible use of the Internet and establishing
penalties for violation of the policy.
Delaware
H.B. 35Requires any employer who monitors any telephone calls, emails,
or Internet access of or by employees to give notice of such monitoring
activities to the employees prior to doing so or at the time of hiring.

Requires state and local governments to include notice of their information
practices on their Web sites, including what information is being collected
via the publicly accessible site on the Internet, how it will be used,
how to access and correct information and what security measures are taken
by the governments to prevent improper use of that information. Creates
a commission to create a comprehensive information practices law governing
collection and management of personal information by governmental entities.

Clarifies that separately contacting the membership of a public body

transaction of public business, whether such contact is done in person,
by telephone or by electronic communication is not prohibited, provided
the contact is done on a basis that does not constitute a meeting as defined
by FOIA. The bill also clarifies that any electronic communication generated
by the separate contacts is still a "public record" under FOIA.
