Provides for the confidentiality of certain records in the Department of Public Records and exempts the Iowa Technology Center from anticompetition provisions.  Includes changes to requirements and state appropriations.

Maryland

Requires notification of contracted residential buyers of existing land use plans in Anne Arundel County either at the county agency or the county agency website.

South Carolina

Creates the Family Privacy Protection Act of 2002, including establishment of state policy regarding the use and dissemination of personal information.  Any state agency, board, commission, institution, department, or other state entity which hosts, supports, or provides a link to a page or site accessible through the World Wide Web must clearly display its privacy policy and the name and telephone number of the agency, board, commission, institution, department, or other state entity person responsible for administration of the policy.

Identifies procedures for disclosing information that is provided to theschool administrators about a student's conduct.  A model policy regarding student court records and history of violence shall be posted on the superintendent of public instruction's web site.

Relating to creating the "Women’s Right to Know Act"; requiring informed consent for an abortion to be performed; exception for a medical emergency; requiring the Department of Health and Human Resources to publish information and develop a website on alternatives to abortion; requiring physicians to report abortion statistics; and penalties.

Alters the definition of technology to include computer-based technology and web-based resources and courses, and permitting the State Superintendent of Schools to procure and develop specified resources as well as developing standards for the offering of courses or services on the Internet.

Requiring the State Superintendent of Education and the Department of Business and Economic Development to include a specified clause in any grant or contract awarded under the Technology for Education Program; requiring the State and each local school system to ensure that equivalent access standards are included in grant and procurement contract specifications and in guidelines concerning instructional products.

Nebraska

Establishes a motor vehicle insurance identification database program. The Department of Motor Vehicles (DMV) is to develop and maintain a computer database with information provided by insurance companies.  The database is to be easily accessed by state and local law enforcement agencies.

Oklahoma

Authorizes the Oklahoma Tax Commission to enter into a contract with and release taxpayer information to Cameron University to utilize its computer server to compare information in disparate databases to detect non-registered taxpayers, non-filers and under-reporting taxpayers.

Relates to the prohibition of a school district from bonding for the purchase of computer hardware.

This bill would revise and recast  provisions including deleting the provisions requiring consultation with the Director of Information Technology in the appointment of the datacenters' directors, and the provisions specifying that the data centers are subject to consolidation with other information technology centers.  It would also indefinitely extend the funding for data centers, making the existence of continuouslyappropriated funds permanent.

Prohibits an agency or unit of State government from making expenditures for development of major information technology development projects except under specified circumstances.  Creates the Major Information Technology Development Project Fund and repeals the Information Technology Investment Fund.
