Alabama

Authorizes the Department to establish electronic programs to facilitate improved business practices between the department and qualified private industry partners.

Permits county election officials to furnish one copy of the printed indexes of voter registration for the primary and general elections, or for any special election at which a partisan office is being filled, to a requesting state or county party central committee in electronic form.

Colorado

H.B. 1006
Authorizes the Secretary of State to require that agencies file rules to be reviewed by the Attorney general in an electronic format that complies with any requirements established pursuant to sections 24-71.1-110, 24-37.5-106, and 24-37.5-205.
 

H.B. 1070
Requires a candidate committee, political committee, issue committee, or political party to include when registering with the appropriate officer a statement of any intent to electronically file reports required by the "Fair Campaign Practices Act" that may be filed electronically on a web site operated and maintained by the secretary of state. Specifies that a report required to be filed with a county clerk and recorder who has the technology available to access the Internet shall be deemed properly filed if filed electronically with the secretary of state. Requires the secretary of state to modify the existing electronic filing system or create a new system to enable electronic filing and posting of documents.

Redefines term "electronic transmission" to include telegrams, cablegrams, telephone transmissions, and transmissions through Internet for purposes of proxy voting; specifies those persons who may vote on behalf of shareholder; authorizes Department of State to discount filing fee in amount equal to convenience charge imposed for electronic record filing by way of contractor.

Illinois

Allows the State Registrar of Vital Records to implement an electronic reporting system for death registrations.

S.B. 1065
Permits an application for a Firearm Owner's Identification Card to be made by electronic means, if and when made available by the Department of State Police; and requires on and after December 1, 2002 the use of a person's digital photograph and signature from the person's Illinois driver's license or Illinois Identification Card, if available, unless the digital photograph or signature is the result of or associated with fraudulent or erroneous data.
 

Indiana

H.B. 1170
Provides that a driver's license or permit and a state identification card must bear a photograph or a computerized image of the bearer. Provides that an individual may apply for renewal of several types of licenses by mail or electronic service under certain circumstances. Establishes the state motor vehicle technology fund. Provides for an increase of $1 in service charges for various Bureau of Motor Vehicle transactions during 2002 and 2003. Provides that the additional $1 collected in service charges during 2002 and 2003 be allocated to the state motor vehicle technology fund.

H.B. 1510
Requires the Indiana Election Division to make voter registration forms available on the Internet website maintained by the division so that the forms can be downloaded. Requires the state Department of Health and the Department of Correction to make certain information concerning deceased voters and incarcerated individuals available to the election division electronically.

Permits public bodies to receive and accept communications or transactions electronically. Grants rulemaking authority. Prohibits public bodies from requiring only electronic delivery or acceptance of communications or transactions. Requires public bodies to report statutes that prohibit electronic communications and transactions to Legislative Counsel Committee.
