Legislation: A New Design for Justice IntegrationPaul F. Kendall and Anne E. GardnerMcGeorge Law Review Fall, 1998 In this article, the authors argue that the Office of Justice Programs (OJP) is in a unique position to assist states with justice information system integration through the targeted and coordinated use of grant funds. OJP's ability to assist states, however, is impeded by the lack of express and direct statutory authority required to truly regulate information technology and technical assistance grants. The authors believe that OJP's effectiveness in this effort could be greatly enhanced by Congress through legislation and appropriation of funds. This future legislation, it is argued, is "essential to the ability of state and local governments to develop, implement, and maintain integrated criminal justice systems."
