8:00 - 9:30 am   Opening Breakfast -- Can the Sales Tax Survive Cyberspace?

Burgeoning Internet commerce and its potential for undermining sales taxes is one of the greatest challenges facing state and local governments today. The U.S. Advisory Commission on Electronic Commerce, the group advising Congress on Internet tax issues, is holding its final meeting in late March and is expected to finalize its recommendations on this contentious issue. This session will explore the commission's findings and identify state options for modernizing sales tax in the digital age.

Colorado has been credited with having the first statewide system to link law enforcement, courts, prosecution, juvenile and adult corrections. Key individuals involved in the development of the Colorado system will provide a briefing and answer questions about the system's design. Box lunches will be available. According to a recent Department of Commerce report, the good news is that Americans are more connected than ever. The bad news is that there is a widening gap between those at upper and lower income levels and between whites and blacks or Hispanics. Several legislatures are examining this issue and looking at ways to close the divide between technology "haves" and "have-nots."

4: 15 - 5:30 pm   New Laws for the Digital Age: An Update on UETA & UCITA

Two new model acts dealing with electronic information and transactions have been adopted by the Uniform Law Commissioners and are under consideration in many states. This session will explain the rationale behind the acts and review the status of legislative action on these model laws.

Effective communication is a key to success in all aspects of our professional lives, from dealing clearly with the media and constituents to making presentations before committees and groups. At this plenary program, noted media and communications expert Jack Franchetti will help legislators and staff hone their message and present it more effectively. This two-part program will begin with a session on message development and presentation and will conclude with concrete tips for communicating successfully with the media.
