Update on Internet Taxation
While the volume of Internet commerce continues to grow beyond the industry’s
wildest dreams, state and local policymakers continue to struggle with
modernizing their tax systems for the electronic commerce revolution. Participants

sales and telecommunications taxes, receive an update on the federal Advisory
Commission on Electronic Commerce, and discuss NCSL’s policy position on

Interconnection: Report on the Supreme Court Decision
In 1998 the U.S. Court of Appeals (Eighth Circuit) held that the Federal
Communications Commission (FCC) did not have the authority to implement
an interconnection section of the Telecommunications Act of 1996.
The court stated that previous FCC rulings "trampled on state rights."
This session will offer an understanding of the recently-decided U.S. Supreme
Court case that overturns the appellate court's ruling.
