This program will provide an overview of state and local readiness for the Year 2000.   Speakers will discuss recent surveys that indicate the status of government preparation efforts, and they will discuss areas that still need to be addressed

While the volume of Internet commerce continues to grow beyond the industry’s wildest dreams, state and local policymakers continue to struggle with modernizing their tax systems for the electronic commerce revolution. Participants in this session will discuss the latest efforts to reform state and local sales and telecommunications taxes, receive an update on the federal Advisory Commission on Electronic Commerce, and discuss NCSL’s policy position on electronic commerce.

Slamming, the unauthorized switching of long distance telephone service providers, is an issue of growing concern in state legislatures.  This session will look at what states are doing to regulate this act and the possible impact of federal legislation.

Four states, Nevada, California, Washington and Virginia, have passed laws regulating spamming and a number are considering legislation this year. This session will look at what states are doing to halt the unauthorized sending of “junk” e-mail and the possible impact of federal legislation.

4:30 pm -  5:30 pm Interconnection:  Report on the Supreme Court Decision

In 1998 the U.S. Court of Appeals (Eighth Circuit) held that the Federal Communications Commission (FCC) did not have the authority to implement an interconnection section of the Telecommunications Act of 1996.  The court stated that previous FCC rulings "trampled on state rights."   This session will offer an understanding of the recently-decided U.S. Supreme Court case that overturns the appellate court's ruling.
