With more than 60 million individuals on the Internet, information technology issues are gaining increasing importance in the policymaking process. To address new issues stemming from the growth of the Internet and increased use of computer technology, some state legislatures have created new standing committees and special task forces. In this session, speakers will compare legislative approaches for creating cyber law.

Online crime is growing at a rate that parallels the growth of technology. States are considering new kinds of legislation and developing approaches to deal with the increasing complexity of issues such as online stock fraud, privacy violations, e-mail scams and other high technology crimes.

People use to be able to associate an area code, as with zip codes, with a city where they lived. Not any more. The proliferation of new area codes throughout the country seems to continuously grow. What is driving this trend and can states take a role in preparing for a world without instantly recognizable area codes? This session will provide answers to these questions with the help of presentations from telephone industry representatives, regulators and policymakers.

In a "talk show," industry experts and policymakers will discuss the status of state and local government readiness and contingency planning. And speakers will discuss the potential impact of state and federal laws to limit liability for Year 2000 errors.
