Sales tax simplification: now or never.
Representatives from the executive and legislative branches of more than 20 states have been meeting to finalize an interstate agreement to simplify the collection of sales and use taxes that states will be voting on in 2003. Congress plans to decide if states should have the authority to require all remote sellers to collect sales taxes based upon the implementation of these simplifications.

Term limits: the good, the bad and the ugly.
Term limit provisions enacted in the 1990s are taking effect in most of the states that adopted them. In the past year, Oregon's term limit law was thrown out in court and the Idaho Legislature passed a bill to overturn its term limits. This session will review the status of term limits in state legislatures, assess some of their apparent consequences, and report on the efforts of a multi-state study of term limited legislatures.
