Anne Neville, Manager

California
Anne Neville is the manager for the California Broadband Initiative at the California Business, Transportation and Housing Agency.  Most recently she served as a senior analyst at the California Public Utilities Commission where she was a lead staff member on implementation of the Digital Infrastructure and Video Competition Act of 2006 (AB 2987).  Prior to her work at the Commission, Anne served as a legislative aide to State Senator Sheila Kuehl on a range of issues - including technology, telecom, and energy.  While with Community Technology Centers' Network (CTCNet) Anne helped develop and oversee a new grant program that successfully enabled non-profit organizations to improve the technology access available to their participants.  Prior to this, she founded and directed the Cyber Y Community Technology Center, featured in U.S. News and World Report for its work with online safety.  She has also reviewed grants for the Technology Opportunities Program at the U.S. Department of Commerce, served on the working group of the California Community Technology Policy Group, and directed the San Diego Community Technology Coalition.  She holds a B.A. from the University of North Carolina at Chapel Hill and an M.P.A. from the University of Southern California.

Lawrence Carroll is Comcast’s Senior Manager and Policy Counsel for State Government Affairs.  In that role he is responsible for monitoring and coordinating the company’s response to state legislation that may affect Comcast’s broadband, video and voice businesses.  Prior to his current role, Mr. Lawrence’s work with Comcast focused on local regulatory issues, including obtaining the regulatory approvals necessary for Comcast to complete its acquisition of cable systems owned by AT&T Broadband, Adelphia, and Time Warner.  Mr. Lawrence is a 1989 graduate of James Madison University with a B.A. in Philosophy and a 1992 graduate of the Dickinson School of Law, Pennsylvania.

Assemblyman Upendra Chivukula
Deputy Speaker, New Jersey
Upendra Chivukula is the first Indian American elected to the New Jersey State Assembly and the fourth Indian American in the US to be elected to state office.  He is currently serving his third term in the State Assembly representing the 17th district.  Assemblyman Chivukula serves as Deputy Speaker, Chair for the Telecommunications and Utilities Committee and as a member of the Commerce and Economic Development Committee. He also is a member of the Commission on Science and Technology and Asian American Study Foundation.

At the national level, Assemblyman Chivukula serves as Vice Chair of the NCSL Standing Committees, and is the immediate past chair of the NCSL Communications, Financial Services and Interstate Commerce Committee.  He also represents New Jersey on the Council of State Governments/Eastern Regional Conference on Energy and Environment.

Assemblyman Chivukula is a longtime resident of Franklin Township where he has served as a Councilman, Deputy Mayor, and Mayor.    He is currently the managing director of the Antarctica Group, New York.  He has co-authored six technical books on best-in-class practices.  He is a recipient of Certificate for Senior Managers in State and Local Government from John F. Kennedy School of Government at Harvard UniversityAssemblyman Chivukula has a B.E.E. from College of Engineering, Guindy, Chennai, India and a Masters in Electrical Engineering from City College of the City University of New York.

Mike Gordon is responsible for ensuring that Limelight's technologies and services support the emerging digital media strategies and business models of today's media companies. Prior to Limelight, Mike co–founded Axient Communications, which built a nationwide next–generation Internet network; co–founded Cyclone Commerce, an enterprise software company that provides cross–enterprise collaboration solutions; and co–founded Gateway Data Sciences Corporation, a software and services company. Mike has also held marketing and management positions at IBM and National City Bank.

Brian O’Leary, Senior Vice President Tax Counsel

Mr. O’Leary is Senior Vice President, Tax Counsel for NBC Universal, Inc.  Mr. O’Leary’s practice focuses on tax controversies, tax policy and transaction planning.  Before his current position, Mr. O’Leary was associated with the New York office of Fulbright & Jaworski, LLP.  Mr. O’Leary previously served as Assistant Counsel to the New York State Tax Appeals Tribunal and worked in tax consulting with Arthur Andersen, LLP.  Mr. O’Leary has a B.A. (honors) from the University of Hartford, a J.D. (cum laude) from Albany Law School of Union University and an LL.M from New York University Law School.  He is a member of the Bar in New York.
