Speaker Biographies
William Ashworth
Bill Ashworth is Policy Counsel for e-commerce, privacy and spam issues at Microsoft Corporation in Redmond, WA, Prior to coming to Microsoft, Bill was Counsel for Technology Policy with AeA (formerly the American Electronics Association) and was in private practice in Washington DC where he focused on telecommunications, copyright and e-commerce law. After receiving his B.S. from American University and JD from Syracuse College of Law, he was a law clerk for the Honorable Elaine L. Davis, Presiding Judge, Criminal Division, New Jersey Superior Court, in Jersey City, NJ.
Senator Debra Bowen
Working to "make government make sense" has been Senator Debra Bowen's aim ever since she was first elected to the Legislature in 1992. After serving in the Assembly for six years, Senator Bowen was elected to the California State Senate in November 1998. During her time in office, Senator Bowen has focused her attention on opening government to the people, protecting the environment, overhauling California's dysfunctional electricity market, and protecting consumers. She sponsored landmark legislation to unlock the Legislature's computer files, giving computer users instant access to information about bills, committee analyses and legislators' voting records via the Internet. She also authored the California Digital Signature Act, and her "anti-spam" legislation in 1998 gives consumers and businesses the ability to guard against unsolicited email. Senator Bowen has introduced privacy legislation to safeguard against supermarket club card tracking, stop secret monitoring of employee email and Internet use, and prevent identity theft. Senator Bowen is chairwoman of the Senate Energy, Utilities & Communications Committee and serves on the Agriculture & Water Resources, Appropriations, Constitutional Amendments, Housing & Community Development, Natural Resources & Wildlife, and Revenue & Taxation committees. She graduated from Michigan State University and earned her law degree form the University of Virginia.
Senator Jake Corman
Senator Jake Corman was elected to the Pennsylvania State Senate in November 1998. Prior to that, he was State Director for U.S. Senator Rick Santorum. Senator Corman serves as Chairman of the Senate Communications and Technology Committee. His other committee assignments include Appropriations, Consumer Protection and Professional Licensure, Banking and Insurance, Finance, and Law and Justice. Senator Corman is the co-author of the recently enacted Teen Driver Law, which created an enhanced process for young drivers to gain more experience before receiving their drivers' licenses. Corman also authored the Mandate Waiver Program to allow school districts to apply to the Department of Education for waivers on existing state mandates and is a champion of reducing the state's inheritance taxes. Corman also serves on the Pennsylvania Higher Education Assistance Agency Board of Directors, the Life Sciences Greenhouse of Central Pennsylvania Board of Directors, the Drug Free Pennsylvania Board of Directors, the Municipal Police Officers' Education and Training Commission, the Community Service Advisory Board, the Fire and Emergency Services Caucus, the Pennsylvania Legislative Sportsmen's Caucus and the Majority Policy Committee. Senator Corman is a graduate of Pennsylvania College of Technology, where he earned an associates degree in Communications, and of Pennsylvania State University, where he received a BA degree in Journalism.
Eileen Harrington
Eileen Harrington, an attorney, leads the Federal Trade Commission's Marketing Practices program, which is the largest program in the agency's Bureau of Consumer Protection. Ms. Harrington oversees the agency's work on telemarketing and Internet fraud and deception, and is responsible for the FTC's current initiative on spam. She also is responsible for the FTC's Do Not Call Rule. In 1997, President Clinton conferred the rank of Distinguished Senior Executive on Ms. Harrington to recognize her innovative and successful work with state governments in combating fraudulent telemarketing. The Distinguished Senior Executive rank is the highest recognition that can be given to a career federal employee.
Senator Steve Kelley
Senator Kelley served in the Minnesota House from 1992 to 1996, was elected to the Minnesota Senate in 1996, and won reelection to the Senate this past November. Special legislative concerns to Senator Kelley include property taxes, education, telecommunications and technology. He serves as vice-chair of the Telecommunications, Energy and Utilities Committee and serves on the Education Committee; Higher Education Budget Division Committee; Tax Committee; and Property Taxes Budget Division Committee. His commission work includes the Information Technology Ad Hoc Committee, the Intergovernmental Information Systems Advisory Council, the Minnesota Education Instructional Telecommunications Council and the Telecommunications Services Study Working Group. Senator Kelley received his B.A. from Williams College and J.D. from Columbia University.
