Speaker Biographies
Senator Carol Fukunaga, Hawaii Senator Carol
Fukunaga is Chair of the Economic Development Committee and is a member of the
Human Services, Judiciary and Hawaiian Affairs, and Science, Arts, and
Technology Committees in the Hawaii State Legislature. She has served in
the Senate since 1992 and was elected to the House from 1978 to 1982 and from
1986 to 1992. She is a practicing attorney and received both her Bachelor
of Arts and Juris Doctorate degrees from the University of
Hawaii. She is currently a Vice-Chair of the NCSL
Communications, Technology and Interstate Commerce Committee.
Charles Stiles Charles Stiles is the Postmaster of America Online,
Inc. His responsibilities include the management of day to day operations,
oversight of the personnel running America Online’s anti-spam technologies, and
providing up to date information on AOL’s anti-spam initiative to service
providers, corporations, legislators, the public and mass-media. Charles’
technical and management skills began with his service in the Oklahoma Air
National guard as a Cable Communications Engineer with the designation of
“Electronics Super-Ace” for his expertise in communication systems.
Charles joined America Online to serve AOL’s Member Services Department in
September of 1996. He relocated from Oklahoma City
in 2000 to continue serving Member Services in AOL’s Network
Operations Center. In March of 2002, he began working on the
anti-spam effort. Charles has been working on AOL’s anti-spam initiative
since its inception. During this time his team has initiated real-time
responses to current spam attacks and has begun taking a proactive stance in
preventing future attacks. Since taking the position of Postmaster,
Charles has been instrumental in informing national and international media on
the effects of spam, mail delivery, and the future of anti-spam
initiatives. Charles was instrumental in helping to prepare testimony and
background information for the U.S. Senate Commerce Committee on the effects of
the CAN-SPAM Act. He has also consulted for state, federal and
international lawmakers on various implementations of anti-spam
legislation.
Daniel A. Levy Daniel A. Levy is the senior director for merchant
risk at PayPal, the world’s online payment company. PayPal, an eBay
Company, enables any individual or business with an email address to securely,
easily and quickly send and receive payments online. Daniel joined PayPal
in October 2001 and previously served as the director of fraud operations and
director of product management. As the head of PayPal’s merchant risk
department, Daniel oversees PayPal’s global consumer protection programs for
buyers and sellers and manages the company’s global merchant fraud operations
and policy. He is responsible for driving the strategy, development, and
operations for these programs. Prior to joining PayPal, Daniel co-founded
Just Arrive, Inc., a San Francisco-based electronic ticketing company where he
also served as director of client services and was a member of the company’s
board of directors. Daniel received his bachelor’s degree in industrial
engineering and engineering management from Stanford
University. He resides in San Francisco.
Ari Schwartz Ari Schwartz is an Associate Director of the Center
for Democracy and Technology (CDT). Ari's work focuses on defending and building
privacy protections in the digital age by advocating for increased individual
control over personal information. He also works on expanding access to
government information via the Internet and online advocacy and civil society.
Ari is a leading expert on the issue of privacy on government Web sites and has
testified before Congress and Executive Branch Agencies on the issue. Ari was
named to the 2003 Federal 100-the top executives from government, industry and
academia who had the greatest impact on the government information systems
community over the past year. He is the Chair of the World Wide Web Consortium's
Platform for Privacy Practices (P3P) Policy and Outreach Working Group-the
leading standards setting body for Web technologies-and Co-Chair of the
Congressional Internet Caucus Advisory Committee Task Force on E-Government. Ari
is also on the steering committee of the Computers, Freedom and Privacy
Conference and is a past Chair of the conference. Prior to working at CDT,
Ari worked at OMB Watch researching and analyzing the nonprofit sector's
engagement in technology, government performance, access to government
information, and government information technology policy.
Representative Stephen H. Urquhart Stephen Urquhart is a member of
the Utah House of Representatives and chair of the Public Utilities and
Technology Committee. He graduated from Williams
College and Brigham Young University law
school. Steve practiced law with Morrison & Foerster in
California and Washington and now
practices law in St. George, Utah. He also served as
a judge pro tem in the Utah court system. Steve is
a Henry Toll Fellow through the Council of State Governments.
