Douglas G. Brown

Doug Brown has worked at the Colorado Office of Legislative Legal Services
(OLLS) since 1972 and has served as the director of the office since 1980.
Mr. Brown supervises an office consisting of 49 employees, 24 of whom are
attorneys. During his tenure at the OLLS, he established a national reputation
as an expert on legislative management issues, the operations of legal
staff offices and term limits. Mr. Brown has been very active in NCSL.
He served on the NCSL Executive Committee from 1986 to 1988 and has chaired
numerous NCSL task forces and committees including the Task Force on Statutory
Retrieval, Task Force on Access to Legislative Data Bases, Task Force on
Information Policy, and the Legislative Management Committee. Doug Brown
graduated from the University of Denver in 1967 and received his law degree
from Northwestern University School of Law in Chicago in 1970.
Martin Lovinger

Marty Lovinger was appointed Senate Counsel for the Washington State
Senate in 1997, where he serves as one of two attorneys and parliamentarians.
As Senate Counsel, one of Mr. Lovinger's responsibilities is responding
to public records requests on behalf of the Secretary of the Senate. Prior
to his current position, Mr. Lovinger served as staff counsel to five different
committees. Mr. Lovinger has spent most of his legal career in various
public service positions. He served for two years as a public defender;
two years as a prosecutor for an Indian tribe; two years as a pro-tem municipal
traffic court judge; two years as a prosecutor; and two years as an adviser
to the Commonwealth of the Northern Marianas. Mr. Lovinger graduated from
the Hastings College of Law in 1979.
Senator James W. Merritt, Jr.

Indianapolis, Indiana
Senator Merritt is Assistant Majority Caucus Chair, and he Chairs the
Indiana Senate Utility and Regulatory Affairs Standing Committee. He also
serves on the Commerce and Consumer Affairs, Elections and Civic Affairs,
Pensions and Labor, and Appointments and Claims Committees. Senator Merritt
is the recipient of numerous awards including most recently, the 2001 Legislator
of the Year Award from the National Republican Legislators Association.
In 1994, he was a Council of State Governments Toll Fellow. Senator Merritt
received a B.A. in Political Science in 1981 from Indiana University.
