States Send a Message to Spammers
Recent court decisions may have bolstered states' rights to regulate spam within their borders, but are these laws effective?  Nineteen states have laws regulating unsolicited commercial e-mail—some aimed at e-mailers who falsify the routing information of messages, others requiring senders to provide a way for recipients to opt out of future messages, and some requiring labeling to indicate whether the message contains ads unsuitable for children.  This session outlined the various state laws, review recent court decisions, and examine whether state actions can make a difference in your e-mail inbox.

This session demonstrated a "makeover" of a legislator's web site, illustrating best practices that can be applied. The session also covered tools and technologies that can be used in developing web sites, and will discuss online forums, threaded discussions, chat rooms, streaming audio and video, and other types of e-communications.

Fighting Terrorism with Information
(Joint program with Criminal Justice Committee)
Concerns about security reached new heights after the terrorist attacks of September 11th, causing state policymakers to examine the tools and infrastructure needed to combat terrorism and support future emergency situations. This three-part program addressed different, but related aspects of the fight against terrorism. First, the committee heard from experts regarding best practices to ensure uninterrupted communications among emergency personnel in law enforcement, police and health care. Next, the committee  explored state progress in data sharing information among justice agencies, a task that is critical in order to thwart future attacks and ensure public safety. And, finally experts examined state efforts to amend state wiretapping and electronic surveillance laws.
