2New Hampshire's concealed weapon and safe school laws are silent in this area. 3Vermont is the only state that does not require a permit to carry a concealed weapon. States that prohibit private citizens from obtaining a permit to carry a concealed weapon include Illinois, Kansas, Missouri, Nebraska, New Mexico, Ohio, and Wisconsin.
