After the September 11, 2001, terrorist attacks in New York, Pennsylvania and Virginia, state legislatures and governors began creating state offices of homeland security or commissions to address security and possible terrorism within the states.
Following is a brief summary of legislation considered by state policymakers as well as a synopsis of state executive orders and links to reports and homeland security offices.

Governor Riley appointed Jim Walker to serve as the Director of the Alabama Department of Homeland Security. The Governor cited Mr. Walker’s background as a retired U. S. Army Officer and his extensive experience working with Congress as qualifications to head the Office.
"The Alabama Department of Homeland Security was established by an act of the Alabama State Legislature and signed into law by Governor Bob Riley on June 18, 2003. Alabama is the first state in the Nation to create its own legislatively enacted Cabinet-level Department of Homeland Security.
The Alabama Department of Homeland Security has five assistant directors, each managing a designated homeland security area of responsibility. These areas of responsibility are: Borders, Ports and Transportation; Science and Technology; Intelligence Analysis and Infrastructure Protection; Information Management and Budget; and Emergency Preparedness and Response.
The Alabama Office of Homeland Security will coordinate with local officials and private entities throughout the state along with the appropriate federal agencies to collect and analyze intelligence regarding terrorist threats and activities. The Office will facilitate the collection and proper dissemination of relevant information to those officials and authorities who are first line responders and the primary defenders of citizens.

The mission of the Division of Homeland Security is to be the single, Statewide focal point for coordinating the State's efforts to prevent terrorist attacks, reduce Alaska's vulnerability to terrorism, and minimize the loss of life or damage to critical infrastructure, and recover from attacks if they occur.

"The Homeland Security Planning Office develops comprehensive emergency plans to prevent or respond to natural, technological and terrorist events. The purpose of the program is to provide homeland security planning assistance to the state, Arizona counties and communities in developing and maintaining comprehensive emergency response and recovery programs involving natural, technological, and terrorist-induced weapons of mass destruction (WMD) events or disasters. WMD incidents may include chemical, biological, radiological or the detonation of explosive devices. Emergency preparedness involves planning, training and exercising to achieve readiness and build response and recovery capability for disasters." Governor Jane Dee Hull announced that the Department of Public Safety will open the Domestic Preparedness Operations Center, a centralized point of collection for terrorist-related information from local law enforcement agencies and the public. The Center, consisting of officers from DPS, the Attorney General's office, and local law enforcement agencies will coordinate its efforts with the FBI and other federal agencies.

Governor created the CALM program, which stands for Communities Activated for Leadership Mobilization. The CALM meetings in all 75 counties are designed to provide people with information and relieve concerns they may have about terrorism and to educate Arkansans about what's being done to respond to potential terrorist incidents. The state Department of Emergency Management has a plan to respond to any possible terrorist attack, utilizing the same procedures used to respond to natural disasters such as tornadoes, floods and ice storms.

The California Anti-Terrorism Information Center was established on September 25, 2001 to coordinate the exchange and assessment of information between state and local law enforcement agencies regarding terrorism within the state.
On February 7, 2003, Governor Gray Davis established the State of California Office of Homeland Security in the Office of the Governor. The mission of the Office of Homeland Security will be to develop and coordinate the implementation of a comprehensive state strategy to coordinate security activities throughout California, and to highlight the extraordinary technological capabilities of California's private industry to help protect all Americans.
George Vinson, who has been serving as the Governor's Special Advisor on Security since November 2001, will be the Agency's new director.

"Colorado's Office of Preparedness, Security, and Fire Safety (OPSFS) was created under an emergency Executive Order issued by Governor Bill Owens on November 7, 2001, in response to the horrendous terrorist attacks on the World Trade Center and Pentagon on September 11, 2001. These unexpected terrorist attacks, which were heretofore considered highly improbable, identified a critical need to bring focus and structure to terrorism prevention and preparedness planning within Colorado. The Office was also created in anticipation of being a necessary conduit for supporting the counterterrorism activities and programs of what was then the federal Office of Homeland Security, headed up by Governor Tom Ridge. The same is now true for the new federal Department of Homeland Security, headed by now Secretary Tom Ridge, which became official on March 1, 2003. The OPSFS officially became a Division within the Colorado Department of Public Safety (CDPS) on June 3, 2002, when Governor Bill Owens signed House Bill 02-1315 into law." In August of 2001, Governor John G. Rowland authorized the creation of the Division of Protective Services, as a component of the Department of Public Safety. This Division, renamed the Division of Homeland Security, was established to identify, develop, and implement strategic preventative and reactionary plans which would meet present and future challenges, specific to public safety concerns.
The Homeland Security Education Center was created in September 2003 by an MOU between the Connecticut Department of Public Safety (DPS) and the University of Connecticut (UConn).

Governor Ruth Ann Minner announced that Delaware Emergency Management Agency (DEMA) Director Sean Mulhern will serve as Delaware's anti-terrorism coordinator. He will maintain communication between government agencies to evaluate state security issues, biological threats and appropriate response. Governor Minner announced her selection of Philip G. Cabaud, Jr., as her Homeland Security Advisor. Cabaud is currently an F.B.I investigator assigned to the Dover office. In March of 2002 Governor Minner, as well as the Lieutenant Governor, cabinet secretaries, legislators and a volunteer firefighter urge passage of the Governor's package of homeland security legislation. The House of Representatives will have a new Homeland Security Committee when the General Assembly convenes January 14, 2003.

Following the terrorist attacks of Sept. 11, 2001, Florida developed a statewide domestic security strategy and has been working to implement the plan through Florida’s seven Regional Domestic Security Task Forces. Accomplishments include:
- Training of more than 25,000 first responders,
- Purchase and distribution of more than 8,400 personal protective suits and equipment to first responders,
- Security improvements at Florida’s seaports,
- Heightened food security and animal health inspections and deployment of two mobile gamma ray units for highway inspections to externally view the contents of large containers,
- Completion of seven regional table-top exercises and four of seven regional field exercises aimed at stressing and testing response capabilities, and
- Development of a counter-terrorism database and intelligence center at FDLE

The Director of Homeland Security will be responsible for the policies, plans, and overall coordination necessary to ensure the people of Georgia are safe and secure from all terrorist threats and attacks within the state's borders. The Director will oversee all risks and threat assessments and coordinate all plans for timely and complete responses through a network of state, local, and federal organizations. In addition, the Homeland Security Director will coordinate all communications plans and procedures necessary for the efficient and timely flow of information.
Governor Sonny Perdue appointed Mike Sherberger to serve as Director of Georgia Emergency Management Agency (GEMA). Sherberger most recently served as Senior Advisor for Homeland Security at the Centers for Disease Control in Atlanta and was the former assistant GEMA director.

Governor Linda Lingle has appointed Brigadier General Robert G. F. Lee as state adjutant general and Gary M. Ishikawa as deputy adjutant general.
As adjutant general, Lee will serve as executive director for the state Department of Defense, which includes the Hawai`i National Guard. He will also be the director of the state's Civil Defense. Ishikawa will assist in overseeing the operations of the department, and will become the commander of the Army National Guard.

Gov. Tom Vilsack appointed Ellen Gordon, Administrator of the Iowa Emergency Management Division, as the Homeland Security Adviser. Gordon's role will be to serve as the contact person between the state and U.S. Secretary Ridge's office of Homeland Defense.
The two goals of this office are to provide for a multi discipline, coordinated terrorism preparedness and response strategy and to prepare the state and local entities to respond to and recover from terrorism incidents. The office will also explore the possibility of creating an informational web site for the public.
"Iowa's first responders-law enforcement, fire, emergency medical services -- are part of the front line in any emergency, including a terrorism incident. First responders have received more than $2 million in equipment and an additional $4 million is currently being distributed. The equipment enhances their ability to respond, provides for increased safety, and includes such items as protective suits and masks, mobile radios, and hazardous material spill kits. To further enhance their capabilities, first responders are receiving training, including general terrorism awareness and responding to weapons of mass destruction and bioterrorism incidents. They also participate in exercises to test their ability to respond to terrorism incidents, use equipment, and test skills learned through training." The mission of the Counter-Terrorism and Security Council (CTASC) is to develop and implement a comprehensive state strategy to address terrorism in Indiana.
The Council works with federal, public safety departments and agencies, state and local governments, and private entities to:
- Determine the state strategy for detecting, preparing for, preventing, protecting against, responding to, and recovering from terrorist threats or attacks
- Periodically review and coordinate revisions to that strategy as deemed necessary
- Be a collection point for information pertaining to terrorist threats or activities within Indiana
- Ensure, to the extent permitted by law, all appropriate and necessary intelligence and law enforcement information relating to Indiana security is disseminated to and exchanged among appropriate departments and agencies responsible for security
- Share this information with the public when security permits
The Council serves as Indiana's liaison to the Department of Homeland Security.
Indiana's Indiana Counter-Terrorism and Security Council released it's strategy for Homeland Security in January 2003. Some key points include:
Intelligence Warning and Counter-Terrorism •Develop a daily watch report and warning system. •Provide support to the state’s bomb technicians. •Recognize and support the key role of the FBI and U.S. Department of Justice play in homeland security. Protecting Critical Infrastructure, Key Assets and Events •Develop an event and facility security specialty for law enforcement. •Create a critical asset identification and monitoring system. •Present a clear business case for security and emergency preparedness. •Establish taskforces for integrated sectors of the economy. Defending Against Catastrophic Events •Prepare for a biological, chemical, nuclear and radiological terrorism event. •Prepare the National Guard for homeland security mobilization. •Develop robust agro-security response and recovery capabilities. Emergency Preparedness and Response •Complete baseline standards for an all-hazards emergency response. •Participate in cross-jurisdictional planning and training. •Provide opportunities for citizen participation. •Expand local emergency planning committees.

Gov. Paul E. Patton appointed State Adjutant General D. Allen Youngman as the commonwealth’s coordinator for homeland security issues. The Gov. also created the Governor’s Homeland Security Team, a consortium of state agency representatives established to manage the state’s preparedness to respond to any potential acts of domestic terrorism. Department of Administrative and Financial Services Deputy Commissioner Charlie Jacobs chairs the Continuity of Operations (COOP) subcommittee of the Governor’s Homeland Security Taskforce. Governor Glendening announced the establishment of six new, regional "Rapid Response Teams" of pre-trained people with expertise in key areas ready to respond to and effectively assess major emergencies. Each team will consist of seven members: a group leader, an engineer, a medical specialist, a chemical expert, a logistics person, a public safety representative and a public information officer. These teams will not be the first responders to emergency situations, but will have on-site authority to coordinate and deploy State resources once immediate emergency needs have been met. The teams will coordinate the State, Local and Federal response and will be responsible for all necessary follow-up.

The mission of the Office of Commonwealth Security is to develop and implement a coordinated strategy for the protection of Massachusetts against all forms of terrorism. The Director will coordinate administration efforts to detect, prepare for, prevent, protect against, respond to, and recover from all forms of terrorism. The office will work with executive departments, local governments, private entities, and relevant federal agencies to develop, coordinate, and periodically evaluate the Commonwealth's strategy and response to the terrorist threat.

The office of Assistant Adjutant General for Homeland Security was created within the Department of Military and Veterans Affairs.
The Michigan Homeland Protection Board was created as an advisory body to the Governor within the Department of State Police. The Board's mission is to develop, implement, and revise an effective and coordinated homeland security strategy; refine and update the state’s domestic preparedness and homeland security strategies, and continue to strengthen the state’s capabilities to detect, prepare for, prevent, secure and protect against, respond to and recover from, any terrorist threats or attacks.
The Director of the Department of State Police or his or her designee shall continue to serve as the State Director of Emergency Management and State Director of Homeland Security. The Emergency Management Division within the Department of State Police shall continue to coordinate the state’s emergency management activities for all emergencies and disasters. "The Mississippi Office of Homeland Security (MSOHS) is leading a multi-agency task force charged with preparing state government to deal with terrorism. Immediately following the September 11 terrorist attacks, the Governor asked state agencies to re-energize their domestic preparedness efforts. As a result, the office enhanced the current capabilities and assets of state government and used this information to refine the Homeland Security components of the state’s emergency response plan. To accomplish this, the Homeland Security office identified areas in need of upgrading consistent with the national response plan and began the revitalization process. Other agencies are assisting in the process as well, law enforcement responder agencies and Citizen Corps teams are currently engaged in the effort to promote and maintain a safe environment. Additionally, MSOHS is working with local agencies to establish, equip, and train Regional Response Teams capable of responding to any type of Terrorist incident. "Governor Bob Holden created the Missouri Office of Homeland Security on September 26, 2001. Missouri was the first state in the nation to create an office reporting directly to the governor and charged to assist the governor in leading the Missouri's response to the disaster of September 11, 2001. Governor Holden appointed Colonel Tim Daniel, US Army (Retired) to this cabinet level position. Colonel Daniel's job was to assess the readiness of the state and its communities to deter, prevent and appropriately respond to acts of terrorism in Missouri.
In November of 2001 Governor Holden appointed the Missouri Security Panel. The Panel consisted of leaders representing state and local government, state and local law, fire and emergency planning officials, private citizens and other relevant officials. The results of the Panel were briefed to Governor Holden on January 25, 2002 and these results serve as valuable signposts in the homeland security programs of Missouri." On September 11, 2002 Governor Holden through Executive Order 02-15 and Executive Order 02-16, created the Missouri Security Council. The Council will make recommendations to the governor regarding homeland security issues that are significant and interdepartmental in nature. Gov. Guinn established a Committee on Homeland Security, bringing together healthcare professionals, emergency medical services, police and fire departments, and others to develop and implement emergency plans to deal with terrorist events. The existence of the Committee on Homeland Security and its public health subcommittee will make the coordination of efforts easier to accomplish.
Gov. Kenny Guinn appointed of Jerry Bussell as Special Advisor on Homeland Security. Bussell, a retired Colonel in the Nevada National Guard, will be coordinating efforts with the National Office of Homeland Security and other federal agencies.
Gov. Kenny Guinn announced (FEMA) will provide the State of Nevada a grant of $250,000 (in 2002) to support the growth of Citizen Corps activities. Citizen Corps’ mission is to make communities safer, stronger and better prepared to respond to threats of terrorism, crime, public health issues, and disasters of all kinds by engaging individuals in emergency preparedness and response through education, training, and volunteer service.

The New Jersey Domestic Security Preparedness Act of 2001 (S.B. 2575) New Jersey Domestic Security Preparedness Act (pdf) establishes a state domestic security preparedness planning group and task force and provides appropriations to support their work. The law seeks to enhance and integrate security planning and preparedness measures throughout the state by establishing a cooperative efforts between state, local and federal governments and the private sector. The nine-member task force (New Jersey Domestic Security Task Force) will coordinate and supervise all domestic preparedness activities for a terrorist attack. The planning group will assist the task force in its duties and will develop a coordinated plan to prepare for, respond to, mitigate and recover from terrorism incidents. The task force will report annually to the legislature. The bill appropriated $8.95 million for counter-terrorism, emergency management, and public health activities.
Governor James E. McGreevey issued an Executive Order creating the Office of Counter-Terrorism "to administer, coordinate and lead New Jersey's counter-terrorism and preparedness efforts with the goals of identifying, deterring and detecting terrorist-related activities. . . ."

New Mexico's Office of Homeland Security was created under Executive Order issued by Governor Bill Richardson on March 18, 2003, in response to the murderous attacks on the World Trade Center and Pentagon on September 11, 2001. These unexpected terrorist attacks, which were heretofore considered highly improbable, identified a critical need to bring focus and structure to terrorism prevention and preparedness planning within New Mexico.
The Office of Emergency Services and Security handles administrative needs, intergovernmental coordination and oversight. The state was divided into 12 Homeland Security regions and an emergency management coordinator and a State Police District Commander were selected for each region. They were divided into working groups to develop and exercise a homeland security regional response plan.

The New York State Emergency Management Office (SEMO) is responsible for coordinating all activities necessary to protect New York' s communities from natural, technological and manmade disasters and other emergencies that threaten the State
In May 2003, Governor Pataki created the Code Enforcement Disaster Assistance Response (CEDAR) Program to provide immediate mutual aid assistance to municipalities when a disaster occurs.
In April 2003, Governor George E. Pataki and Mayor Michael R. Bloomberg announced that New York City and New York State will work together and submit a joint application for homeland security funds from the Emergency War Time Supplemental Appropriations Act of 2003. Governor Pataki and Mayor Bloomberg will jointly support an 80/20 distribution for discretionary grants for high-threat, densely populated urban areas and critical infrastructure protection, currently proposed at $700 million in the House bill. The Governor's and Mayor's proposal would make the State eligible to be reimbursed within the 80 percent for its security efforts in New York City. The security expenses of the City would be paid first out of the money allocated by the federal government.

Governor Mike Easley introduced a terrorism preparedness task force to make recommendations in order to create a model plan for responding to terrorism. The task force examined the state's ability to deal with terrorist threats and made recommendations. As a result of those recommendations, Governor Easley asked the General Assembly for an appropriation that will give him the authority to draw up to $30 million from the State’s rainy day fund if needed for security. Other bills signed into law dealt with criminal penalties for certain weapons of mass destruction, and the creation of a registry of labs in the state that keep biological and chemical agents.

Gov. Hoeven named Doug Friez, director of the North Dakota Division of Emergency Management (DEM), as the state’s Homeland Security Coordinator.
The duties of this position will be to promote statewide security through a plan for coordinated preparedness, prevention and response.
The North Dakota DEM was chosen as the clearinghouse for training and exercise events pertaining to homeland security.
The Homeland Security Strategy Action Team enhances homeland security through awareness and coordinated preparation, prevention and response to reduce our vulnerability to terrorism.

- Develop and maintain a North Dakota Strategy for Homeland Security.
- Facilitate and execute the statewide homeland security strategy for effective, non-duplicative and efficient application of financial resources for equipment, facilities and personnel.
- Manage the Department of Justice State Domestic Preparedness Equipment Program grants.
- Develop a distribution plan for response equipment to state entities, private entities, regional response teams, secondary communities and first responders.
- Facilitate and coordinate integration of Homeland Security grant funding sources from the Center for Disease Control, North Dakota Health Department, Health Resources Service Administration, and North Dakota Department of Agriculture and other sources.
- Facilitate incorporation and engagement of local governments, public sector and private citizens in homeland security roles.

"DES coordinates emergency management efforts between federal, state and local governments. These efforts include preparedness, recovery, response and mitigation.
Homeland security programs are also administered at the division. Governor Mike Leavitt created the Homeland Security Taskforce (HLS), a bureau of DES. HLS works with federal, state and local partners to deal with statewide security threats and intelligence information.
Public safety professionals at DES include experts in emergency planning, training, exercise, investigations, communications, automation, hazardous material response and much more.
DES prepares individuals and communities for disasters through outreach and training programs. The division trains nearly 1,000 emergency responders annually in areas such as domestic preparedness, hazardous material, the Chemical Stockpile Emergency Preparedness Program, professional development and others." Governor Howard Dean created an anti-terrorism task force three years ago. The Vermont Terrorism Task Force issued a report in November asking the state for $19 million to prepare to respond to potential acts of terrorism.
The Department of Public Safety has created a training program for first responders. First Responder Training DPS gives information on domestic preparedness grants, first responder guidelines, training opportunities, and family preparedness on the Homeland Security Unit Web site.

"The mission of the Office of Commonwealth Preparedness is to work with and through others - including federal, state, and local officials, as well as the private sector, to develop a seamless, coordinated security and preparedness strategy. The Office serves as the single point of contact in Virginia for the Department of Homeland Security.
Overview: Governor Warner created this new Cabinet-rank office in order to promote security measures at the highest level. The Assistant to the Governor is supported by a Deputy, Administrator and Assistant and is charged with:
- Ensuring that state resources are directed toward safeguarding Virginia and its citizens.
- Working with federal officials to obtain additional federal resources and coordinate policy development and information exchange.
- Coordinating working relationships between state agencies and the Governor's Cabinet.
- Serving as the Point of Contact with the Department of Homeland Security.
- Serving as the Governor's representative on regional efforts (National Capital Region, Hampton Roads, Richmond Seat of Government).
- Serving as a direct liaison between the Governor and local governments and first responders on issues of emergency preparedness.
- Educating the public on homeland security and overall preparedness issues.
- Chair the Secure Commonwealth Panel to make recommendations on preparedness (legislation, regulation, policy, budget, outreach, organization).
- Supporting volunteer effort throughout the state.
- Vice-Chair the Virginia Military Advisory Council to establish a working relationship with Virginia's active duty military bases.

The Counter Terrorism Commission was formed by Governor Geringer on October 2, 2001. The commission consists of four members and four sub-committees and General MacMillan is chairman. The four subcommittees are: (1) Threats, Targets & Vulnerabilities, (2) Prevention & Intelligence, (3) Consequence Management & Recovery, and (4) Legislation. The Commission oversees and coordinates all state level activities relative to domestic security and terrorism.
