Legislative Seats Up in 2004

2004 is a major election year for legislatures with over 78 percent of the 7382 legislative seats up for grabs. All but six states (AL, LA, MD, MS, NJ and VA) have legislative seats up for election in ’04. Only 11 governor’s seats will be contested in 2004.

A small shift of only three seats would alter party control in 26 of the chambers holding elections in 2004.
