Pre-Election Ballot Measures
11/2/99
There are a total of 46 measures on statewide ballots in nine states today. Five of these are citizen initiatives; 41 are bond measures and constitutional amendments referred by the Legislatures.
Voters in Maine will decide on two citizen initiatives: one would ban so-called "partial birth" abortions, and the other would legalize marijuana for medical purposes. Maine voters also will see seven measures referred by the Legislature, including five bond issues to fund transportation, environmental clean-up, digital broadcasting, infrastructure improvements at technical colleges, and the purchase of state lands for recreation and preservation. Two constitutional amendments seek to amend election and tax laws.
Mississippi voters will decide on an initiative seeking to limit the terms of their state legislators to eight consecutive years. If the measure passes, Mississippi will join the other 18 states that limit the terms of state lawmakers.
In Washington, two citizen initiatives are on the ballot. One would repeal existing car tab taxes and impose a $30 annual fee for all vehicles, and require voter approval any increases in state and local taxes. The other would prohibit commercial net fishing in state waters.
Texas voters will face the lengthiest ballot, with a total of 17 constitutional amendments referred by the Legislature.
