ASLCS Spring Business Meeting Boston, Massachusetts

The International Communication and Development Committee met on Saturday, March19, 2005, in Boston, Massachusetts, at 10:00 a.m. and was called to order by Annette Moore, Vice Chair. The following committee members were in attendance:

The Chair entertained a motion by Steve Marshall to approve the minutes of the September 26, 2004, meeting in Baltimore, Maryland. The motion was seconded by Steve James, and adopted.
It was reported that there were no candidates this year for the Working Together Program with ANOMAC.
The International Directory for 2004-05 is being compiled.
Carmela Bills reported on the scrapbook project. Many of the people have been identified on the pictures, and the pictures were sent to Suzi Lowell.
Ann-Marie Sweeney reported on the international program being planned before the international luncheon at the annual NCSL meeting in Seattle, Washington, in August. Since last year's program was so successful, it was felt the program should be replicated, incorporating any suggestions for improvement by the individuals who worked at the various stations.
Steve James suggested that any handouts be translated and printed in different languages. Ann-Marie Sweeney noted that perhaps as many as 25-30 copies of handouts be provided. The handouts, calendars, journals, etc., can be sent to the hotel in advance, if it provides to be too bulky for travel. Prior to the meeting, a hotel drop address will be sent to all participants.
It was also suggested that the subcommittee consult with the international section of NCSL as to what areas of interest the international delegation might like to see covered by the program.
Some of the suggestions based on conversations at last year's program were: procedures for committee hearings in members' districts, a technology table, oversight agencies - how the legislatures audit executive branch agencies, and possibly video streaming and archiving examples.
It was also suggested that the international section of NCSL might consider advertising the program a little better in the packets sent to the international delegates, as some of them who attended the luncheon were not aware of the program being held before the luncheon and would have liked to have spent more time at the various stations.
Volunteers to help with this year's program include Steve James, Steve Marshall, Annette Moore, JoAnn Hedrick, Liz Clark, Ann-Marie Sweeney, Subcommittee Chair, and Suzi Lowell, Committee Chair. Anyone else interested in volunteering can contact Suzi Lowell or Ann-Marie Sweeney.
