This year the American Society of Legislative Clerks and Secretaries (ASLCS) will hold its Annual Professional Development Seminar in Burlington, Vermont.  This year's seminar offers excellent opportunities to learn important skills and procedures, build relationships with colleagues from other states and nations, and bring home new ideas aimed at enhancing the effectiveness of America’s state legislatures.  Attendees will visit the Capitol and learn about the history and traditions of our host state. September is the perfect time of year to watch the beautiful Vermont foliage explode into color - what better way to experience it than at the 41st annual gathering of the ASLCS?

Concurrent Session – Legislative Session Prayer

The Establishment Clause states: "Congress shall make no law respecting the establishment of religion, or prohibiting the free exercise thereof…" The seminal case on the issue of prayer is Marsh v Chambers,  in which the U.S. Supreme Court was called upon to judge the daily opening prayer practices of the Nebraska Legislature.  Fast-forwarding to 2005, we discover new litigation contesting the prayer and invocation practices of legislative bodies.  This session will discuss the Marsh decision and present a debate centering around current limits placed upon legislative prayer in light of recent court decisions.

Have fun and join your colleagues in an impromptu, highly interactive session with no panelists and where the attendees determine the agenda and the content because everything is “off the record!”  This session will be facilitated so that each attendee  has the opportunity to ask the questions that “inquiring minds” want to know.  There are no parameters to questions. You – the attendee – determine both what is asked and what is answered. Come prepared for a stimulating exchange of ideas in a legislatively and politically uninhibited environment!

This program looks at the ethical dilemmas faced by ASLCS members and the sources of guidance available to members facing a difficult decision.  The seminar includes a great deal of discussion and conversation as members analyze dramatizations of hypothetical ethical dilemmas and try to determine how to do the right thing in a given situation.  Finally, the program exposes attendees to numerous interesting and obscure facts and figures about our host state.

What This Seminar Covers

Legislative clerks, secretaries and their staffs work in a unique environment for which little formal training is available.  The American Society of Legislative Clerks and Secretaries (ASLCS) responds to these training needs by offering a seminar emphasizing the development of professional skills.  The purposes of the ASLCS Professional Development Seminar are to improve the administrative and parliamentary effectiveness of state legislatures, to develop procedures to enhance lawmaking, and to provide a forum where legislative staff can meet and learn from their counterparts in other states.

Kevin O'Connor is an expert on leadership, team building and presenting. As a consultant, Kevin works individually with executives, their teams and emerging leaders. As a professional speaker, Kevin keynotes conferences and educates professionals. As an author, he writes books and articles for professionals who lead teams. At Loyola University-Chicago and Columbia College, Kevin teaches graduate and undergraduate students life and corporate skills of leadership and communication.

Politics from a Vermont Perspective ~ Frank Bryan

Frank Bryan is professor of political science at the University of Vermont. He is known throughout New England as both a serious scholar and a humorist. An insightful political analyst with a special understanding of the Vermont character, he has authored a number of books, including Real Democracy: The New England Town Meeting and How It Works, The Vermont Papers, and The Vermont Owner’s Manual.

Mason's Manual and the Art of Parliamentary Procedure

This session, featuring top ASLCS parliamentary procedure experts, will discuss the origins of Mason's Manual, its use and its applicability and relevance for state legislatures.
