The Establishment Clause states: "Congress shall make no law respecting the establishment of religion, or prohibiting the free exercise thereof…" The seminal case on the issue of prayer is Marsh v Chambers, in which the U.S. Supreme Court was called upon to judge the daily opening prayer practices of the Nebraska Legislature. Fast-forwarding to 2005, we discover new litigation contesting the prayer and invocation practices of legislative bodies. This session will discuss the Marsh decision and present a debate centering around current limits placed upon legislative prayer in light of recent court decisions.

Have fun and join your colleagues in an impromptu, highly interactive session with no panelists and where the attendees determine the agenda and the content because everything is “off the record!” This session will be facilitated so that each attendee has the opportunity to ask the questions that “inquiring minds” want to know. There are no parameters to questions. You – the attendee – determine both what is asked and what is answered. Come prepared for a stimulating exchange of ideas in a legislatively and politically uninhibited environment! What This Seminar Covers
Legislative clerks, secretaries and their staffs work in a unique environment for which little formal training is available. The American Society of Legislative Clerks and Secretaries (ASLCS) responds to these training needs by offering a seminar emphasizing the development of professional skills. The purposes of the ASLCS Professional Development Seminar are to improve the administrative and parliamentary effectiveness of state legislatures, to develop procedures to enhance lawmaking, and to provide a forum where legislative staff can meet and learn from their counterparts in other states.
