Who are legislative staffers, what do we do, and how are we perceived?  Karl Kurtz of NCSL will expand upon his article “Custodians of American Democracy” which appeared in July/august edition of State Legislatures magazine.  The results of a national survey are analyzed, paying particular attention to the differences between partisan and non-partisan staff.
