a.  Primary, general and special elections are considered separate elections;an individual may contribute the state amout in each election.

b.  Candidates participating in "Clean Elections" public financing may not accept private contributions after qualifying for public funds.

c.  In Vermont, public financing is available to qualifying candidates for governor and lieutenant governor. A candidate who wishes to receive public funding may not solicit or accept any private contributions after the qualifying period.
