Leaders' Services
The NCSL Leaders' Center assists legislative leaders in meeting challenges of managing the institution, crafting the best possible public policy, creating consensus out of dissension, communicating with Congress and key administration officials, and protecting and promoting the legislative institution.
The Leaders' Center offers specialized services including publications, timely policy information and ideas for innovative management. NCSL offers leaders opportunities to enhance skills, communicate with colleagues in other states, and meet with members of congress and the administration.
At your request, the center conducts thorough studies for procedural issues, rules reform, budget procedures and information systems in your state and assists chambers in making leadership transitions.
NCSL's Guide to Leaders and Legislatures--A pocket-sized roster of principal leaders, including addresses, telephone and fax numbers, and email addresses. Updated annually.
Other NCSL Publications--A great many specialized publications, from books to brief summaries to thorough studies of critical and emerging policy issues. Includes State Legislatures magazine, State Legislative Reports and LegisBriefs.
Consulting Services/Technical Assistance-- NCSL can provide: training for committee chairs, training for new members, organizational studies, compensation and classification studies. Also available are various training tapes about "How to be an effective Legislator" and "The Art of Leadership".
The Leadership Institute--The Leadership Institute is a joint project of the National Conference of State Legislatures and the State Government Affairs Council. The Leadership Institute is designed for legislators who show outstanding leadership promise and the ability to effect change. Individuals who are nominated should be strongly committed to the legislative institution. They should demonstrate the potential to become a committee chair, floor leader, presiding officer or to assume a key role in developing important public policy. Current leaders may nominate themselves.
NCSL Annual Meeting--Four days every summer, jam-packed with informative sessions and nationally known speakers on current issues confronting the states. A breakfast planned especially for leaders gives you an opportunity to meet informally with colleagues from around the country. Leaders also take part in the annual business meeting and shape NCSL's policy positions on state-federal issues.
Leader to Leader-- This meeting is held early each year in Washington DC. The focus of the meeting is to bring State Legislative Leadership together with members of Congress to discuss the issues facing the Nation in the year ahead. This is the opportunity for State Legislators to influence congressional actions.
