Project Summary- Immigrant Health Project

Through this project, NCSL will establish state-level networks of policymakers to receive and act on the most relevant health coverage and immigration information at both national and state levels.  Because each state has different demographics, health coverage programs and current areas of concern, NCSL will approach each state individually to propose and implement technical assistance projects.  We will help build relationships with policymakers across state boundaries that face similar issues. 

Specifically, NCSL’s collaborative project will: 

  • Establish a network of state legislators and staff who are involved in children’s health and immigration issues to foster connections and problem-solving at the state level;
  • Synthesize health policy research on barriers to health care coverage for children as well as methods to address those barriers;
  • Analyze current federal legislation that influences access to health care services for immigrant families, with a particular focus on SCHIP, immigration proposals and Medicaid reforms and assist state legislators in examining connections between federal policies and state policies on health coverage for children;
  • Highlight effective state legislation and strategies to expand coverage, enroll uninsured children, and improve delivery of services;
  • Identify effective and innovative strategies—both public and private—that states now use or could implement to provide health insurance coverage for underserved immigrant children;
  • Provide technical assistance to individual states through testimony by NCSL staff, information on federal legislative proposals, state-specific policy research, research on effective practices and programs in other states, and current trends and ideas.
  • Disseminate materials to state legislators and legislative staff, emphasizing information about promising programs and workable alternative health insurance and health care models.
