The state general fund reductions were more than offset by increases in the SAPT block grant. However, these cuts have placed us at risk of not being able to meet our Maintenance of Effort (MOE) requirement, which could lead to a net loss of over $700,000 next year. We have applied for a waiver. Note: On average, we spend about $1500 a year for persons in treatment. A net reduction of $700,000 would mean the loss of the ability to serve approximately 500 people. Even if funding is preserved, this does not keep up with the growth in demand for treatment. For example, in Salt Lake County our Substance Abuse Local Authority has a waiting list of up to 4 months for treatment.

During the FY03-04 biennium, additional funding in the amount of 25 million was appropriated from tobacco settlement trust funds for House Bill 59, the Substance Abuse Control Plan. This legislative act significantly increased funding to the Substance Abuse Division which tripled intensive outpatient services; doubled residential services; and included the establishment of four, first-time women's residential treatment centers. In addition to increasing treatment services, five research studies were conducted to support policy decisions in adolescent treatment, reentry of incarcerated persons, study of children of incarcerated persons, adolescent education/compliance checks, and alcohol warning signs/education. Included in the 25 million was a five million dollar appropriation to Department of Family Service for juvenile intervention supervision and a two million dollar appropriation to Department of Corrections for ISP officers, adult supervision, and sanctions. This inter-agency collaboration has proven to be beneficial to maximize funding.
