Responding to the September 11th Terrorist Attacks: Wisconsin's Terrorism Preparedness Effort -- May 10, 2002 Report
The State of Wisconsin began testing its terrorism preparedness and emergency response plans with a series of exercises May 15, when the Wisconsin Emergency Management, Department of Health and Family Services, and many other state agencies participated in an exercise with the State of Minnesota, Pierce County and Prairie Island Nuclear Generating Facility. This is a biennial exercise to test the emergency response to a radiological incident at the nuclear power plant located near Red Wing, Minnesota.
As part of the exercise, the state along with Dane County and the City of Madison conducted a terrorism exercise involving a chemical release.
Wisconsin's Model Health Legislation Discussed and Differences Resolved
The Wisconsin Emergency Management, Department of Health and Family Services, Dane County Emergency Management, who also spoke on behalf of Wisconsin Emergency Management Association, Dane County Coroner and Wisconsin Funeral Directors Association representatives met with State Senator Peggy Rosenzweig and Representative Gregg Underheim to discuss concerns regarding AB 850 that defines emergency powers during a public health emergency. The proposed legislation directs that the Department of Health and Family Services would lead the investigation to a public health emergency working in coordination with Wisconsin Emergency Management.
The legislation is now before the Assembly-Senate conferees who remain stalemated over the budget negotiations.

Health Professional Training Requirements and Educational Opportunities Concerning Medical Management of Chemical and Biological Casualties
The importance of health professional specialized training in the management of chemical and biological casualties in a terrorist event has never been more apparent than since September 11th, 2002. Training programs for medical professionals have always included various aspects of treating victims of chemical injuries and address methods to limit the spread of and criteria for treating biologic infections, however, emphasis has generally not included detection and treatment of injuries or illness resulting from terrorism.
State legislators are considering the immediate need to support training efforts by appropriating state and federal funds toward this effort. The Minnesota legislature is considering a bill, Senate Bill 2683, that creates emergency preparedness training and equipment grants that provide the Commissioner of Public Safety the authority to award state agencies and local and tribal units of government money for costs associated with emergency preparedness training for:
Training exercises eligible for grants include fire, police and emergency medical first responder training, structural collapse training, urban search and rescue training, and specialized natural, biological, and chemical incident training. Training grantees must include local and tribal public health officials or their designees in training activities as they relate to public health emergency preparedness.
In Florida, House Bill 27 e has passed both chambers and will appropriate funds from the non-recurring Operations and Maintenance Trust Funds providing $1,000,000 to the Institute for Infectious Disease at the University of South Florida. These funds will be used with federal funds for bioterrorism research to develop infectious disease public policy and provide first-response training and education for biological defense.
The Florida House had prefiled a bill that would have imposed specific training requirements for health facility employees and health professionals that would have been required for licensure renewal. The bill, House 507, died in messages 3/22/2002.
The United States Army Medical Research Institute of Chemical Defense (USAMRIID) offers professional training for military and civilian medical and public health professionals to become proficient in recognizing that a biological attack has occurred, to activate the appropriate agencies and personnel to investigate the event, treating casualties, and preventing spread of disease. USAMRIID's specialized training enhances the professional capability to diagnose and treat casualties of biological warfare or terrorism. In addition to a quarterly in-house course, a three-day satellite broadcast is offered each year for continuing medical education.
For the present time, courses are offered at no charge. Attendees are responsible for all travel hotel expenses. Space is limited and dependent upon military training requirements, but quite often space is available. Florida Department of Health Bioterrorism Preparedness Update
In a May 16th press release, the Florida Department of Health released information concerning distinguishing characteristics of smallpox vs. chickenpox. This update is part of an ongoing effort to strengthen the community surveillance and response capability by educating physicians and other medical professionals concerning potential effects of a chemical or biologic event.
This particular update includes materials that can be used to assist the health care community with rapid diagnosis of diseases due to biologic agents such as smallpox, and enhance their ability to differentiate them from similar, common illnesses such as varicella (chickenpox).
In addition to these educational activities, Secretary John O. Agwunobi cited the following efforts of the Department of Health during the past few months in the area of public health preparedness and response:

The plans must be consistent with agency responsibilities outlined in the Commonwealth of Pennsylvania Emergency Operations Plan maintained by the Pennsylvania Emergency Management Agency. |
