NCSL will open this conference with a description of the role of state legislatures in telemedicine and current legislative activity. Dr. Walter Allan will share the experience of the Foundation for Blood Research using telemedicine to reach out to rural communities in Maine to provide access to specialists in neurology and genetics. Lynn Fleisher of the law firm Sidley Austin will discuss potential policy barriers to telemedicine with a focus on licensing issues when crossing state borders and highlight issues faced by specialists. And finally Jim Dechene also of Sidley Austin will explain policy issues surrounding reimbursement for telemedicine services. Participants will have the opportunity to pose questions to the speakers.

Come learn how public health programs can better prepare for the unexpected from those who have experienced it. This conference will highlight the issue of newborn screening and discuss how lessons learned during Hurricane Katrina might be applied newborn screening in other states as well as other public health programs. Dr. Jess Thoene of Tulane University Health Sciences Center will discuss how the Louisiana newborn screening program worked with other states to screen babies during and after Hurricane Katrina. Dr. Thoene will be followed by Angela Copple, National Emergency Management Assistance Compact (EMAC) Coordinator will explain the role of EMAC in helping Louisiana find assistance with newborn screening during the hurricane and how EMAC can serve states in other ways during public health emergencies. Participants will have the opportunity to pose questions to the speakers.

This conference will address the new universal health care law in Massachusetts. The measure includes a Medicaid expansion, state insurance subsidies, creation of an entity called the "Connector" to facilitate the purchase of insurance by individuals and small employers, and a requirement for individuals to buy insurance or face possible penalties.
A good portion of the one-hour conference will be dedicated to answering your specific questions about the reforms.
