PENNY R. THOMPSON
Penny Thompson joined BearingPoint in 2004 as a director in the health
services sector. Prior to joining BearingPoint, she was an independent
consultant conducting research and providing expert advice and strategic insight
to organizations who work to improve the Medicare and Medicaid programs through
application of new ideas and technology.
Ms. Thompson has held a series of executive positions at the U.S. Department
of Health and Human Services, working at both the Centers for Medicare and
Medicaid Services and the Office of Inspector General. At CMS, she was the
acting center director and deputy center director of the Center for Medicaid and
State Operations, where she directed operations during the last presidential
transition. She was responsible for assigning and leading teams to develop
model waivers for the Medicaid program. She oversaw work on a wide range
of federal regulations, including major rules on Medicaid managed care,
financial integrity, and use of restraints in psychiatric facilities for youths
under 21. Prior to that, she was the CMS’ Director of Program Integrity, where
she coordinated the program integrity efforts of the agency. She developed
a new comprehensive strategic plan on program integrity, and identified
promising new methods and strategies for attacking fraud, waste and abuse in
Medicare and Medicaid. Ms. Thompson has testified before Congress in a
number of hearings focused on investigating Medicare and Medicaid program
integrity matters.
