Eric Goplerud
Eric Goplerud, PhD, is a research professor in the Department of Health
Policy, George Washington University School of Public Health and Health
Services. He is the director of Ensuring Solutions to Alcohol Problems. His
policy and research interests focus on improving access to alcohol screening and
treatment, integration of primary health and behavioral healthcare services,
performance measurement in managed behavioral health, and public/private quality
improvement initiatives in behavioral healthcare.
He served as the associate administrator for quality and finance at the
Substance Abuse and Mental Health Administration (SAMHSA), U.S. Department of
Health and Human Services, where he was instrumental in negotiating with the
Office of Personnel Management for full parity for alcohol, drug, and mental
health treatment in the Federal Employees Health Benefit Program, the largest
employment-based health insurance program in the country. He also served as
associate administrator for planning and policy and associate administrator for
managed care at SAMHSA. He was the lead member on substance abuse prevention
with the Mental Health Workgroup of the White House National Health Care Reform
Task Force and has held senior substance abuse prevention policy and program
responsibilities with the Center for Substance Abuse Prevention and with the
Division of Demand Reduction, Office of National Drug Control Policy, Executive
Office of the President. He received his PhD from the State University of New
York at Buffalo.
