Richard "Dick" Merritt

Dick Merritt served as director of the Forum for State Health Policy Leadership (previously known as the Intergovernmental Health Policy Project) since its inception.  His research interests span a wide range of health-related topics, and he has written and spoken extensively about developments and trends in state policies related to such broad topics as Medicaid, indigent care, AIDS, medical malpractice and health insurance reform. Previously, Mr. Merritt was the Acting Director of the Office of State and Federal Relations at the National Conference of State Legislatures (NCSL), where he was responsible for overseeing the implementation of the organization's major policy recommendations. Earlier, he served as Senior Staff Director for Human Resources for NCSL, and in that capacity, he was responsible for coordinating the formulation and implementation of the Conference's key policies regarding health, welfare, aging and social services programs.

Mr. Merritt has had faculty appointments at both The George Washington University Department of Health Services Management and Policy and The Johns Hopkins University School of Hygiene and Public Health. In addition, he served for six years as a member of the state Medicaid board in Virginia.
