Medicaid Reform or Restructuring within the States:
Opportunities and Challenges
June 16-18, 2005

The Forum for State Health Policy Leadership convened a three-day conference in Washington, D.C. from June 16th through 18th sponsored by the Henry J. Kaiser Family Foundation. The Spring Health Chairs Meeting titled “Opportunities and Challenges to Meaningful Medicaid Reform or Restructuring within the States” focused on how states are coping with growing health care needs and increasingly tight budgets, and what state and federal lawmakers can learn from past and current experiments in state Medicaid reform while proposals for changing national Medicaid policies are still under debate. Approximately 50 health committee chairs, representing more than two-thirds of the states, participated in sessions that included: Medicaid waivers, health cost drivers, dual eligibles, long-term care reform, prescription drugs, and new approaches to financing, managing, and delivering health services.
