Stephenie W. Colston, MA
Stephenie W. Colston, MA-Ms. Colston has 29 years’ experience in substance
abuse and mental health management, programming, assessment/evaluation, and
financing in both the public and private sectors. Currently working for
the SAMHSA Administrator as Senior Advisor for Substance Abuse, Ms. Colston
represents the Administrator on administration, departmental, and
SAMHSA-specific priorities relating to substance abuse prevention and
treatment. In addition to serving as the SAMHSA Matrix Lead for Criminal
and Juvenile Justice, Ms. Colston works closely with Center Directors on a broad
range of policy and program matters. Prior to her Federal employment, Ms.
Colston spent 11 years with a Federal consulting company and was responsible for
multi-million dollar projects for both the Center for Substance Abuse Treatment
(CSAT) and the Center for Substance Abuse Prevention (CSAP). Ms. Colston’s
16 years’ experience at the State and community levels includes serving as Chief
of Operations for a State mental health and substance abuse agency, CEO or a
proprietary psychiatric hospital, CEO of a Comprehensive Community Mental Health
Center, and Staff Director for a State Legislature. Ms. Colston’s policy
work spans financing, intergovernmental policy (Federal/State/Local), and
specialized programming for target populations.
