Directs state agencies to work with the Arizona Health-e Connection on a number of collaborative initiatives to improve patient safety and control costs through increased use of e-prescribing. Including the following:
- increase the utilization of e-prescribing in the state.
- Work with the professional licensing boards to education providers and employers about the benefits of e-prescribing.
- Arizona agencies that provide care shall work with their contracted health plans and providers to increase the use of e-prescribing.
- Calls for the government to identify challenges to e-prescribing adoption in rural areas and provide recommendation to address these challenges.

Calls for the New Hampshire Citizens Health Initiative to convene a working group to prepare a statewide plan for health information technology and health information exchange. Lists groups who at a minimum should be represented on the working group.
Calls for the following to be considering the creating the plan that is to be delivered to the Governor by December 1, 2008:
- Facilitate statewide adoption of standards and interoperability requirements to ensure the secure exchange of health data and to facilitate the regional and national exchange of data.
- Identify state laws and regulation that may hinder HIT and HIE and recommend strategies to remove the barriers.
- Identify and develop strategies to protect health information in a digital environment.
- Look at opportunities for a public/private approach to creating a sustainable business model for HIT.
- Look at strategies by which the state can use its role a purchaser, provide and regulator of health care to drive implementation of HIT.
- Develop performance metrics to measure the success of the implementation of health information technology throughout the State.

Establishes the Oklahoma Health Information Security and Privacy Council. The Council shall continue efforts to plan and implement recommendations for an Oklahoma Health Information Exchange. The council shall among other things: provide state leadership and coordination of HIE efforts, facilitate a statewide dialogue on privacy and security, promote lessons learned among stakeholder to facilitate the implementation of HIE, evaluate and make recommendations to the Governor’s office on a) Current status of HIE by the health care delivery system within Oklahoma b) Emerging security and privacy issues related to the adoption of interoperable HIT in Oklahoma c) establishment of an Office of Health Information Exchange. |

Pennsylvania EO 13 |

|
Creates the Pennsylvania Health Information Exchange (PHIX) in the Office of Administration, Office of Information Technology to perform activities necessary to develop, implement and manage a state-wide health information exchange and other HIT initiatives of the Governor. Establishes the governance structure for the PHIX including. Establishes and provides for the membership of the PHIX Advisory Council. The council is to provide input on strategies, issues and recommendations to the PHIX. The Pennsylvania eHealth Initiative is also recognized as an advisory organization to the PHIX. |
