Comprehensive Community Mental Health Services for Children and Their Families Program

Purpose: The Comprehensive Community Mental Health Services for Children and their Families Program provides six-year grants to States, political subdivisions of States, American Indian tribes or tribal organizations, and territories, to develop systems of care that meet the needs of children and adolescents with serious emotional disturbances and their families.

Authority: The Program was first authorized in 1993 under the Public Health Service Act, Part E, Sections 561-565. It was re-authorized under the Child Health Act 2000.

Goals: The goals of the Program are to:

  • Create and expand community capacity to serve children and adolescents with serious emotional disturbances and their families;
  • Provide a broad array of mental health services and supports;
  • Create a case management team with an individualized service plan for each child;
  • Deliver culturally competent services for children and families; and,
  • Promote full participation of families in service planning for their own children and in the development of the system of care.

Funding: Congress appropriated $91 million for the Program in FY 2001. To encourage sustainability of systems of care beyond the grant period, each grant community is required to contribute increasing amounts of local matching dollars that total about 50% of all federal and local funding.

Accomplishments: The Program has:

  • Awarded 67 grants since 1993;
  • Developed local community-based systems of care in 43 states;
  • Funded systems of care in 8 American Indian tribal communities;
  • Conducted an extensive program evaluation showing positive child and family outcomes;
  • Provided technical assistance to improve and sustain systems of care;
  • Sponsored an award-winning communications and social marketing campaign to create public awareness for child and family mental health;
  • Received a Hammer Award for collaboration with other federal departments and agencies to promote child and family mental health
