Treating Substance Abuse in the Child Welfare SystemBy Michelle Herman September 2004 The Child Welfare Waiver Demonstration Projects allow states to use federal, Title IV-E funds to provide substance abuse treatment services for parents involved in the child welfare system. Substance abuse is an overwhelming problem in the child welfare system, and treatment programs may improve family stability by reducing the number of children and the amount of time spent in foster care, as well as by preventing re-entry into the system.
