Subsidized Insurance: Offering state-subsidized insurance to individuals (based on income) or small employers to offset the cost of premiums. 
Connector or Exchange Authority: An entity that pools insurance together to offer more affordable, insurance options to individuals.  
Individual Mandate:  Requires everyone to have a minimum level of coverage, with some exceptions. 
Employer Assessments/Mandates:  Employers that do not offer health benefits would be assessed a certain amount to help off-set the cost of the new programs.
