Task Force Letter to the Streamlined Sales Tax Governing Board

On September 17, 2007,  the Co-Chairs of the NCSL Executive Committee Task Force on State and Local Taxation of Telecommunications and Electronic Commerce, Representative Rants of Iowa and Delegate Sheila Hixson of Maryland, sent a letter to the members of the Streamlined Sale Tax Governing Board regarding the views of the Task Force on the amendments to the Streamlined Sale and Use Tax Agreement set to be considered by the Streamlined Sales Tax Governing Board on September 19th and 20th in Kansas City, Kansas.

Summary of the Task Force Meeting in Boston, Massachusetts

On August 4th and 5th, the Task Force met in Boston, Massachusetts to discuss a number of issues, including: the status of and issues surrounding the Streamlined Sales Tax effort, telecommunications tax reform and the NCSL State and Local Tax Academy.

Task Force Letter to the Streamlined Sales Tax Governing Board

On June 19, 2007,  the Co-Chairs of the NCSL Executive Committee Task Force on State and Local Taxation of Telecommunications and Electronic Commerce, Representative Rants of Iowa and Delegate Sheila Hixson of Maryland, sent a letter to the members of the Streamlined Sale Tax Governing Board regarding the views of the Task Force on the amendments to the Streamlined Sale and Use Tax Agreement set to be considered by the Streamlined Sales Tax Governing Board on June 22nd and 23rd in Detroit, Michigan.

Summary of the Task Force Meeting in Madison, Wisconsin

On May 4th, the Task Force met in Madison, Wisconsin to discuss a number of issues, including: the status of and issues surrounding the Streamlined Sales Tax effort, telecommunications tax reform and the NCSL State and Local Tax Academy.

Task Force Letter to the Streamlined Sales Tax Governing Board

On March 12, 2007,  the Co-Chairs of the NCSL Executive Committee Task Force on State and Local Taxation of Telecommunications and Electronic Commerce, Representative Rants of Iowa and Delegate Sheila Hixson of Maryland, sent a letter to the members of the Streamlined Sale Tax Governing Board regarding the views of the Task Force on the amendments to the Streamlined Sale and Use Tax Agreement set to be considered by the Streamlined Sales Tax Governing Board on March 16th and 17th in Charlotte, North Carolina.

Task Force Letter to the Streamlined Sales Tax Governing Board

On August 23, 2006, the Co-Chairs of the NCSL Executive Committee Task Force on State and Local Taxation of Telecommunications and Electronic Commerce, Speaker Rants of Iowa and Delegate Sheila Hixson of Maryland, sent a letter to the members of the Streamlined Sale Tax Governing Board regarding the views of the Task Force on the amendments to the Streamlined Sale and Use Tax Agreement set to be considered by the Streamlined Sales Tax Governing Board on August 29th and 30th in Bismarck, North Dakota.

Testimony Before Senate Finance Subcommittee

On July 25, 2006, the Senate Finance Subcommittee on International Trade held a hearing on "How Much Should Borders Matter?: Tax Jurisdiction in the New Economy." Speaker Rants of the Iowa House of Representatives, and the Co-Chair of the National Conference of State Legislatures Executive Committee Task Force on State and Local Taxation of Telecommunications and Electronic Commerce, testified about the current status of the Streamline Sales and Use Tax Agreement in the states and the need for Congress to adopt the Sales Tax Fairness and Simplification Act (S. 2152) and give states the authority to collect sales tax on remote sales.

Other speakers included: Daniel C. Noble of the Wyoming Department of Revenue, George S. Isaacson of Brann & Isaacson, Robert Benham of Balliet’s, LLC, and Gary Imig of Sierra Trading Post.

NCSL Opposes H.R. 5252

On July 20, 2006 in a joint letter to Senate leadership, NCSL and a number of state and local government organizations voiced opposition to the Advanced Telecommunications and Opportunity Reform Act.


Testimony Before House Judiciary Subcommittee 

On June 13, 2006, the House Judiciary Subcommittee on Commercial and Administrative Law held a hearing on the "State Taxation of Interstate Telecommunications Services." Senator Rauschenberger, President of National Conference of State Legislatures, testified about the current status of state and local taxation of telecommunications services and the need for government at all levels to address telecommunications tax reform.

Other speakers included: Scott Makey of Kimbell Sherman Ellis, David Quam of the National Governors Association, and  Steve Kranz of the Council On State Taxation (COST).
